Thank you for your Official Information Act request, received on 2 June 2022: 
 
Are you able to able to supply how the image for the cover of the 2022 Wellbeing Budget 
was selected, including any meeting notes regarding decisions around this? 
 
I note within the budget it lacks any accreditation to the artist/s, or the Whenua 
represented. Are you please able to supply this in written form. 
 
Was there a fee paid to the artist? How is this comparable to fees previously paid in terms 
of pay parity. 
 
I note the Creative Commons Attribution 4.0 International licence, with the Crown claiming 
ownership of the image. Are you able to supply the metadata of the image, including when 
it was taken? What clauses are there within the employee's contract regarding Intellectual 
Property? 
 
Does the artist currently have any other representation, agent, or guild to advocate for 
their value? 
 
The photo was taken by me on the 17th of April this year, and is of the Hokianga Harbour 
from the lookout above Omapere township. I acknowledged the people of the area in 
media comment prior to the budget. The photo was selected by me and my Office staff 
after a brief informal conversation that didn’t warrant a written record. No fee was paid for 
the image.   
 
This  reply  addresses  the  information  you  requested.  You  have  the  right  to  ask  the 
Ombudsman to investigate and review my decision.
