Purpose
1. This Aide Memoire provides you with background information for your meeting with
members of the Library and Information Advisory Commission (LIAC) on Thursday 2
September 2021 via Zoom from 9.45-10.15am.
Background
2. LIAC is a statutory body established under the National Library of New Zealand (Te
1982
Puna Mātauranga o Aotearoa) Act 2003 to provide independent advice to you.
3. The function of LIAC, as set out in the Act, is to provide advice on:

a) library and information issues in New Zealand, including mātauranga Māori, and
access to library and information services;
b) the role of library and information services, including mātauranga Māori, in the
cultural and economic life of New Zealand; and
c) any other matters requested by the Minister.

Possible topics for discussion
ACT
13. The Commissioners are having a shortened meeting via Zoom and depending on alert
levels, a further meeting to cover topics not discussed wil be held later in the quarter.
The Commissioners will be meeting Hoani Lambert, Deputy Chief Executive, Enterprise
Partnerships, Department of Internal Affairs.
Local Government Review Panel
14. LIAC wil be meeting with the Local Government Review Panel after they have met
with you. LIAC wil be sharing their thoughts with the panel about the essential part
libraries play in the local government ecosystem, and their role in sustaining the
wellbeing of communities.

15. Although the final topics to be discussed are yet to be confirmed at the time of writing,
the Commissioners may discuss some of their thinking with you.
Other topics
16. The Commissioners were to receive an update on both the New Zealand Libraries
Partnership and Tāhuhu Programmes. These agenda items have now been moved to

Pacific Virtual Museum/ https://digitalpasifik.org/
9. The Commissioners, most of whom are new, will receive an introduction to the Pacific
Virtual Museum from Tim Kong, Director Digital Experience, Taputukura Raea,
Engagement Manager and Ulu Afaese, Content Analyst for the Pacific Virtual Museum.
10. The site is designed to make visible and accessible digitised cultural heritage of the
Pacific, allowing Pacific people to see and explore items that are mostly held far away

from their islands.
11. The website was designed by, with and for Pacific peoples, educators, learners and
ACT
researchers. Representatives from libraries, universities, archives and museums from
around and within the Pacific, as wel as NGOs and those working with community
groups, made up the initial co-design group.
12. The pilot project is funded until April 2022 and within that time the features of the site
have been further developed, content partners have been added, and the co-design
group has continued to guide the delivery. A key part of the project has been to
explore ways of sustainably implementing and supporting the pilot project aims
beyond this date.
13. The Pacific Virtual Museum pilot project and digitalpasifik.org is supported by the

Australian Government and was implemented by Te Puna Mātauranga o Aotearoa
National Library of New Zealand, in collaboration with the National Library of Australia.
New Zealand Libraries Partnership Programme
14. As you know, LIAC have been receiving regular updates from the Programme Director
and the Programme Manager. They are receiving another briefing during their
upcoming meeting.

15. As at 31 January 2022, 191 librarians have been employed at public libraries across
Aotearoa as a direct result of NZLPP funding. A suite of sustainability initiatives have
been initiated to ensure that the

so that libraries can continue to support their communities to thrive.
16. Feedback has been received from Public Libraries NZ (PLNZ), individual library
managers and secondees asking for the extension of NZLPP funding to ensure libraries
have ongoing support beyond the life of the formal programme. The Chief Executive of

Local Government New Zealand has also written to you with a similar request. The
programme has been working with your Office and responding to these as they are
received.
17. The National Library is preparing to transition most of the NZLPP mahi into the hands
of the sector. Since January 2022 the programme has been preparing for the wind up
of most of its activity by June. The programme is confirming an approach to transition
and putting in place support for public libraries post the formal programme end.

18. The National Library wil continue to deliver on its NZLPP commitments to support the
library sector after June 2022, which also includes ongoing support for specialist library
services to schools and young people in greatest need.

School Libraries in New Zealand
20. The President of the School Library Association of New Zealand Aotearoa Te Puna
Whare Mātauranga a Kura (SLANZA) Sasha Eastwood-Bennitt and Glenys Bichan, an
advocacy leader in the sector will provide a briefing to the Commissioners on school
libraries in New Zealand.
21. Elizabeth Jones, Director, Literacy and Learning at the National Library will also be

attending to provide a broader context of school libraries across Aotearoa.
22. You will be receiving a more in-depth briefing on this matter after your meeting with

the Commissioners.
Development of legislation and policy
23. In her letter to you, the Chair notes that as part of the workplan for the Commission,
one of the topics they are interested in is development of legislation and policy for the
National Library.
24. They are to be briefed on these processes during their meeting. LIAC are keen to
understand what role they can play and may discuss this with you, as they may wish to
act as a ‘critical friend’ as well as interacting with National Library stakeholders.
