Road Usage Licence (RUL) (Footpath) Application
Scaffolding/Gantry/Protection Structure
Where scaffolding is installed on road reserve it creates a number of public safety requirements that
need to be addressed, these range from ensuring there is adequate footpath space open, public car
parks available to the public as much as possible and ensuring that all street furniture is accessible to
the public, including but not limited to items such as rubbish bins, parking meters, private
entranceways and ensuring regulatory signage is not impeded.
Minimum footpath widths:
● 4 metres for Willis Street and Lambton Quay.
● 3 metres for Cuba Street, Manners Street and Courtenay Place.
● 2 metres footpath for all other streets.
● If the footpath is narrower than the maximum possible area then it must remain to be open
at all times.
Head clearance throughout the site:
● A minimum of 2.4 metres should be maintained throughout the scaffold area.
Accessibility to footpath from road:
● Pedestrians/motorists must be able to reasonably access the footpath from the road
● Long sites must have breaks in it for pedestrians to get through.
● Scaffolding is erected next to car parking adequate space must be left for motorists to exit
the vehicle from either side.
Pedestrian protection:
● In most instances where adequate footpath widths cannot be maintained consult the street
activities officer for alternate solutions.
● Adequate protection must be given to prevent debris or slurry from penetrating the
pedestrian area.
● All efforts must be made to ensure that public are unable to enter the worksite area,
● Secure your site for out of work hours.
The construction of a scaffolding/gantry may require a building consent or resource consent to

If working near overhead utility lines or underground services, please consult the NZ Electrical Code
of Safe Practice for Electrical Safe Distances and contact the appropriate Utility Company/s to advise

The plan needs to identify the internal and external barriers, footpath diversion, and define the area
you wish to use
Construction Loading Zone (CLZ)
Loading and Unloading of materials via delivery vehicles, it is not for general parking for staff.
There may be charges for sole use of space for the CLZ
