Re: survey of residential and business special character areas 
 
I refer to your email, which we received on 20 April 2022, requesting information about the 
survey of residential and business special character areas 
 
The specific details of your request and our response is below 
 
Please send me the methodologies for the survey of residential and business character areas 
that was recently performed to support changes to the Auckland Unitary Plan. 
Please also send me all correspondence relating to the remit of the survey and any 
correspondence that indicates what outcomes were preferred. 
 
In response to your first question, the guidance documents outlining the methodology for the 
survey of residential and business character areas has been sent to you. Please note this 
information is also publicly available on the AK have your say website, on the right-hand 
column under ‘Documents’. 
 
For ease of answering, your second request has been split into two: 
a. 
Correspondence relating to the remit of the survey 
b. 
Correspondence that indicates what outcomes were preferred. 
 
In relation to sub-question a, there is no known correspondence. For helpfulness however, 
experts have supplied the following background:  
 
The survey of the Special Character Areas Overlay was defined by the existing special 
character areas that are included in the Auckland Unitary Plan. Council was compelled to 
undertake a survey of the SCA because the National Policy Statement on Urban Development 
requires a site-by-site analysis of the qualifying matters that Council has chosen to include. 
The only way to collect this level of data is through a survey, therefore no alternatives were 
considered. 
 
In relation to sub question b, there was no preferred or expected outcome from the survey. 
Accordingly, there is no known correspondence discussing question.  
 
The decision by Auckland Council to release the information contained in this response was 
made by Noel Reardon, Heritage Manager.
