Partial response and decision on your request for official information
Thank you for your request under the Official Information Act 1982 (the Act) received by the
Ministry of Health (the Ministry) on 24 February 2022 for information regarding the Health System
Preparedness Programme (HSPP).
Please accept the Ministry’s apologies for the delay in communicating a decision on your request
and any resulting inconvenience this may have caused. The Ministry accepts that there has been
a failure in complying with the statutory timeframe requirements of the Act in this instance.
Information in response to some parts of your request are outlined below:
A September 2021 Health Report (HR 20212079) released to me through the OIA refers to
a "National Health Resilience Plan" as a deliverable of the HSPP. The report can be viewed
here (quote on p.16):

I would like to request a copy of this Plan.
Despite reasonable efforts, unfortunately the Ministry has been unable to locate a copy of the
requested document, as such, your request for this information is refused under section 18(e) of
the Act.
I would also like to request a copy of the Northern Region version of this Plan (the
"Northern Region Resilience Plan")
On 9 May 2022 this part of your request was transferred to Auckland District Health Board (DHB)
for a response, pursuant to section 14(b)(ii) of the Act.
As you may be aware, the DHBs’ functions have been merged into Te Whatu Ora – Health New
Zealand as part of the health and disability system reforms1. Te Whatu Ora manages all health
services, including hospital and specialist services, and primary and community care. You can
expect a response from Te Whatu Ora to this part of your request in due course.
A July 2020 Health Report (HR 20200956) published on the Ministry website refers to a
"National Health Security Action Plan" as being in development during the 2020/21 period.

I would like to request a copy of the National Health Security Action Plan referred to here.”
The requested document does not exist, as such your request for this information is refused
under section 18(e) of the Act. Please note work is still underway in developing a National Health
Security Plan. This work began in 2019 and has been broadened to loo more widely at what is
needed to achieve health security in Aotearoa.

I would like to request copies of their Terms of Reference
I would like to request copies of all HSPP reports-back or progress reports submitted to any
Minister, dated since the beginning of February 2022.
Regarding the above parts of your request, the Ministry has decided to provide you copies of the
requested documents; however, we require additional time to finalise this information for release.
Please note some information will be withheld under section 9(2)(a) of the Act, to protect the
privacy of natural persons. The Ministry endeavours to provide this information as soon as
