Thank you for your follow-up email of 10 March 2022, requesting the fol owing information 
under the Official Information Act 1982 (the Act): 
“…can you confirm that the references to alignment of the DIA Digital Identity Trust 
Framework with My Health Account and My COVID Record…have been stipulated 
independent of the DIA's knowledge and collaboration?” 
I am refusing your request under section 18(e) of the Act as the information you have 
requested does not exist.  
The Digital Identity Services Trust Framework Bill does not al ow for the integration of data 
from multiple sources in a single location. It provides rules for entities such as the Ministry of 
Health to operate under when providing their own digital identity services. 
There are existing data management standards applicable to government agencies, which 
you can find here: www.digital.govt.nz/standards-and-guidance/. The Digital Identity 
Services Trust Framework Bill will establish rules based in part on these existing standards. 
The Department of Internal Affairs (the Department) consulted with other government 
agencies during the development of the Digital Identity Service Trust Framework (the Trust 
Framework), including the Ministry of Health.

During the development of the COVID-19 health policies, the Department provided informal 
verbal advice to Ministry of Health officials on key principles of the proposed Trust 
Framework. This was for the purpose of ensuring robust privacy and security standards were 
built in to the COVID-19 health policies.
