Thank you for your email of 16/11/2021, asking for the following information under the Official 
Information Act 1982 (the Act): 
 
1.  Terms of reference that Established Multi-Discipline Panel  
2.  Terms of reference used to select specialists that participated on the Panels 
 
On 23 November we emailed you to clarify whether you were referring to the External Medical Panel 
(The Panel) in your request. You replied on 23 November confirming that you were.  
 
Terms of reference  
Please find attached the terms of reference for the External Medical Panel, from 2014, which will 
address your request.  
 
Additionally, we have located some wording from a 2015 draft document which will provide you with 
further information: 
 
“The Medical Assessments Project was established in April 2013 to explore opportunities for 
enhancing ACC’s medical assessment model.  During the first phase of the project, a pilot 
was  initiated  to  test  the  concept  of  external  medical  panels  that  would  allow  for  the 
development of a medical opinion around diagnosis, causation and management to resolve 
areas  of  differing  interpretation  and  arrive  at  a  consensus  opinion  in  cases  of  clinical 
complexity.”
