Thank you for your email of 14 November 2021 requesting the following under the Official 
Information Act 1982 (the Act): 
" .. . all information you hold in a ministerial capacity regarding the definition or use of 
the term "social licence" ... "
Your request has been interpreted to include any information on how the term "social licence" 
can be defined, and how the term is currently being used, in relation to my ministerial 
capacity. Your request has been refused under section 18(e) of the Act, because the 
information requested does not exist or, despite reasonable efforts to locate it, cannot be 
found. 
You have the right to seek an investigation and review by the Office of the Ombudsman of 
my decision to withhold information relating to this request, in accordance with section 28(3)
