Information Request – Antonio Hall & Bromley Plant
I refer to your official information request dated 11 November 2021 asking for the SMS Incident
Reports for F3352885 and the Bromley Wastewater Treatment Plant fire in Christchurch.
Please see enclosed, a copy of the SMS Incident report for F3352885. Please note, some
information has been redacted to protect the privacy of individuals identified in the report.
The SMS Incident Report provided to you is generated by Fire and Emergency New Zealand’s
electronic station management system (SMS Report). In SMS Reports, ‘Notifications’ and ‘Message
Log’ fields are reported in real time as fire crews and our communication centres communicate
with each other during the incident. They are not the official final records of incidents but word for
word transcripts of ‘live’ situations as they occur. They may contain spelling errors or commonly
used abbreviations.
The Official Information Act 1982 (
OIA) requires that we advise you of our decision on your
request no later than 20 working days after the day we received your request. Unfortunately, it
will not be possible to meet that time limit in respect of your request for a copy of the SMS
Incident Report for the fire at the Bromley Wastewater Treatment Plant. We are therefore writing
to notify you of an extension of the time to make our decision, to 29 January 2021.
The reason for the extension is that consultations necessary to make a decision on your request
are such that a proper response to your request cannot reasonably be made within the original
time limit.
You have the right to seek an investigation and review by the Ombudsman of this decision.
