Re: Official Information Request for Isolation at Home Information
I refer to your official information request dated 03 November 2021 and partially transferred to
Auckland DHB on 26 November 2021 for the following information:
Please provide the following information as at 2nd November 2021.
2. All documentation relating to the processes and procedures for persons who have
tested positive for Covid-19 and who are quarantined at home.
Please ensure this includes, but is not limited to, the documentation of processes and
procedures for;
a. How individuals The assessment of individual and/or group risk-factors for compliance
with at home quarantine. Please ensure that you include details as to whether
assessment inquires as to criminal convictions or membership of a gang (as gang is
defined in s2 of the Prohibition of Gang Insignia in Government Premises Act 2013)
b. Determining whether an individual or group is to be quarantined qualifies for at home
quarantine or will be moved to an MIQ facility
c. Testing for Covid-19 including how samples are to be collected.
d. Monitoring for health symptoms including any diagnostic instruments such as
thermometers provided to isolated persons.
e. Monitoring for ‘stay home’ compliance including any technology used to support this.
f. Monitoring for ‘no visitors’ compliance including any technology used to support this
g. Determining that an individual or group is to be moved to an MIQ facility based on any
change in health status or non-compliance with the requirements of at home quarantine
I am responding on behalf of the Northern Region Health Coordination Centre (NRHCC), the COVID-
19 response and vaccination team set up by the Northland, Waitematā, Auckland, and Counties
Manukau DHBs.

All documentation relating to the processes and procedures for managing persons isolated at
home under the ‘Overseas Arrivals At Home MIQ trial’ currently underway. Please ensure this
includes, but is not limited to, the documentation of processes and procedures for:
a. How individuals The assessment of individual and/or group risk-factors for compliance with at
home quarantine. Please ensure that you include details as to whether assessment inquires
as to criminal convictions or membership of a gang (as gang is defined in s2 of the Prohibition
of Gang Insignia in Government Premises Act 2013)
As at 2 November 2021, for each COVID-19 positive case, Auckland Regional Public Health
Service would undertake an initial assessment as per our
Case Interview Form provided in
Attachment 1 and our
Tool to Determine Place of Isolation Attachment 2. The symptom
check/contact daily follow up is outlined in the form
Attachment 3.
We do not hold the information requested regarding criminal convictions or membership of a
gang.
b. Determining whether an individual or group is to be quarantined qualifies for at home
quarantine or will be moved to an MIQ facility

The Ministry of Health did not ask Auckland DHB to accept this question in its transfer of 27
November 2021.
d. Monitoring for health symptoms including any diagnostic instruments such as thermometers
provided to isolated persons.
As at 2 November 2021, for positive COVID-19 cases moving to a Community Isolation and
Quarantine (CIQ) scheme, ARPHS was undertaking daily symptom checks until the case referral
was accepted by a CIQ provider. Attachment 1 and 3 include symptom checking questions as
per the National Contact Tracing Solution (NCTS).
All COVID-positive cases isolating at home are sent a home isolation pack, which includes one
pulse oximeter per household.
e. Monitoring for ‘stay home’ compliance including any technology used to support this.
There is no monitoring or technology use as the model is one of high trust.

If a COVID-19 positive case who is self-isolating at home requires medical assistance due to a
change in health status, then , pending the outcome of a medical assessment, they may be
moved to a hospital. They would not be moved to a MIQ facility.

Should a COVID-19 positive case, who is self-isolating at home, become non-compliant, their
case would be assessed by the Medical Officer of Health and may be moved to a MIQ facility.
