Thank you for your email of 4 October 2021 requesting the following information under the Official 
Information Act 1982 (the Act): 
 
Please provide the business case for the Akoranga to Constellation section of Northern 
Pathway; a draft version of such; or, if no draft or business case has yet been completed, 
working documents which have been completed towards a draft at this stage. 
 
The business case for the Akoranga to Constellation section of Northern Pathway has not been 
presented to the Waka Kotahi NZ Transport Agency Board for consideration. Therefore, I am 
withholding this document under section 9(2)(g)(i) of the Act to maintain the effective conduct of public 
affairs through the free and frank expression of opinions by officials.  
 
Once the business case has been considered and endorsed by the Board, Waka Kotahi will review 
this document for release. 
 
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
