Request for information
Thank you for your Of icial Information Act 1982 (OIA) request of
19 October 2021, in which you asked for a copy of the complete Police Manual.
You requested the following:
I am writing to request the compete police manual in electronic form. To
satisfy my OIA request, I ask that either:
(1) the manual be made publicly amiable through the Police website and
a link provided in response to this request; OR
(2) provided through FYI.org.nz.
The Police Manual is a database holding electronic copies of all Police policies.
The database holds in excess of 600 policies, varying in complexity and length,
and accounting for thousands of pages of material. Retrieval, extraction and
assembling of the requested information would require a significant work effort.
The time involved, and the effect on the normal operations of New Zealand Police
through diverting resources to try to meet your request, are such that I must
refuse it under section 18(f) of the OIA as the information cannot be made
available without substantial collation and research.
I have considered whether charging or extending the timeframe for responding to
your request would help, as required by section 18A of the OIA. However, I am of
the view that, for the reasons set out above, neither of those options is
practicable.
As per section 18B of the OIA we have attempted to consult with you in order to
refine your request in a manner that would remove the reason for the refusal. I
refer to the email sent to you on 9 November 2021. We have not received a
response to this communication.
If you subsequently wish to narrow the scope of your request to a particular
identifiable subject or set of policies, Police may be able to assist. Please find
attached a copy of the Police Instructions Index to assist with selecting
documents relevant to your areas of interest.
I can also confirm that work is underway to progressively publish all Police
Manual chapters on the New Zealand Police website. It is anticipated that this
