Official Information Act request for a list of staff employed at tier 1 & 2 positions in
December 2020
Thank you for your Official Information Act 1982 (the Act) request received on 6 August
2021. You requested:
“Can I please have a list of all people employed by your organisation who held tier 1 or
2 positions either part of or all of the period of December 2020. This includes people
acting in the capacity of a tier 1 or 2 position.”
This response includes information relevant to both the Department of the Prime Minister and
Cabinet (DPMC) and the National Emergency Management Agency (NEMA), which is a
Departmental Agency hosted by DPMC (collectively referred to as the Department).
Tier 1 employees within the Public Sector are employed by the Public Service Commission.
I can confirm however, that the Department contains two Tier 1 positions, and during
December 2020, these positions were filled by Brook Barrington as Chief Executive for
DPMC and Carolyn Schwalger as Interim Chief Executive for NEMA.
I have decided to release the list below of Tier 2 staff working for DPMC or NEMA during
December 2020. Included in this list are not only staff employed directly but also those
seconded or contracted to Tier 2 positions in December 2020.
DPMC Tier 2 Staff as at December 2020:
Cheryl Barnes – Deputy Chief Executive, COVID-19 Group (Seconded to DPMC).
Tony Lynch – Deputy Chief Executive, National Security Group.
Stephen McKernan – Director Health and Disability Review Transition Unit
(Consultant).
Anneliese Parkin – Deputy Chief Executive, Policy.
Clare Ward – Executive Director, Strategy, Governance and Engagement Group and
Child Wellbeing and Poverty Reduction Group.
Michael Webster – Secretary of the Cabinet/Clerk of the Executive Council.

Alan Cassidy – Deputy Chief Executive - Strategic Enablement.
