information relating to Smokefree Aotearoa 2025 Action Plan. 
Part of your request asks for: 
“Copies of all legal opinions/reports/analysis on growing genetically engineered low 
nicotine tobacco under the current Hazardous Substances and New Organisms Act 
1996.” 
The Ministry of Health does not hold any information relating to your request; however, I have 
been advised that this information is more closely connected with the functions of the 
Environmental Protection Authority (EPA). For this reason, I have decided to transfer your 
request to EPA under section 14 of the Act. You can expect a response from EPA in due 
course.
