Thank you for your email of 1 July 2021 to the Ministry of Business, Innovation and Employment (the
Ministry) requesting the following under the Official Information Act 1982 (the Act):
I request the fol owing data for the 6 month period 1 February 2021 to 1 July 2021;
- For each day in the period, the number of pre-approved vouchers issued for arrivals on that day
where the voucher recipient did not arrive and proceed into their stay in MIQ as anticipated.
- For each day in the period, the number of pre-approved vouchers that were cancel ed within 3
days of the anticipated arrival date into MIQ
The Ministry does not store the information in the form you have requested. A process to access, collate
validate and present the information in the manner requested would require a large amount of manual
collation and research.
It is worth noting that vouchers can be cancelled for a wide variety of reasons, such as when flights are
cancelled by airlines or travel suspensions are announced. The Ministry is also seeing an upsurge in the
cancel ation of vouchers when more vouchers are released in the Managed Isolation Allocation System
(MIAS), as travellers opt to book different dates.
Therefore, the Ministry is refusing your request under section 18(f) of the Act, as the information
requested cannot be made available without substantial collation or research.
You have the right to seek an investigation and review by the Ombudsman of my decision relating to
this request, in accordance with section 28(3) of the Act. The relevant details can be found at:
