The ATOC IMT follows the principles of CIMS (Coordinated Incident Management System) with a formal
command/control structure in place. Briefings are convened at regular intervals set by the Incident Controller
(James Minton). CIMS Leads will be responsible to provide an update on their respective functional area at each
briefing. This information is then put into situation reports and distributed to stakeholders and the executive.

On Sunday 30th May:
All CIMS leads to be present in the IMT at 0800 (
) to set up for the day, with wider IMT members
arriving from 0900 to monitor the event ingress.
ASM will have dedicated rally staff on the network from 0600.
If you are feeling unwell, please do not come in ‐ register sick leave before 0600 on the morning of the event
– you can either call the IMT cell (

or myself directly.
Communications to IMT during the event:
IMT members needing to connect remotely, should do so via the established MS Teams call, or IMT cell as a
backup. The link to the MS Teams call will be provided tomorrow.
Communications to the IMT will be via CIMS leads (i.e Operations, Planning and Intel or Public Information)
to the Incident Controller and will follow the established escalation process (below).

Hi all,
Please see attached minutes from yesterday’s meeting. I have also attached a copy of the Waka Kotahi comms plan
and the ASM AHB model for your information.
I wanted to take the time to thank each of you for the significant amount of work that you have put into your
functional groups. We have in essence created a series of highly valuable artefact documents that can be
augmented for other incidents and events involving the AHB. In particular, I want to thank Zane and the ASM team
for the resources and expertise that they have put into planning which I have a high level of confidence in.
A couple of key points for Sunday which I will reiterate in a separate comms tomorrow.
IMT Aim:

Harbour Bridge Bike Rally - Operational Readiness
Hi All
Following our operations briefing today, please see below a summary for your reference:
Event organisers have created a Facebook event. 827 interested, 351 attending and Bike Auckland are further
promoting the rally publicly. Waka Kotahi have received a letter from Bike Auckland which says people seem to
want to cross the bridge.
Police will be present to assist on the day with the intention to intercept if there is an attempt to cross the
bridge and ensure safety of cyclists and drivers. The Ops commander will likely be based in ATOC on the
day
Meeting point for the start of the event is Point Erin Park at 10am and will start the event with speakers.
Attempts to cross could start from 11am, this could be a 40 minute to 2 hour disruption should this
happen.
The bull run has been put forward as an option for Bus Services –
to confirm if this is
approved. *Risk of congestion and buses trying to get across to the middle lane on Fanshaw Street*
Concern has been raised from Metro Operations around the barrier not being moved prior to the event.
*Suggestion has been made to open 3 lanes south and if they have to close the clip on to release 3 lanes
north*
Bus Services would like to put forward the suggestion of if the bridge is crossed by cyclists, AT suspend
Bus Services until the bridge is clear – Risk o
Ferry services have confirmed that Fullers will have additional vessels and crews will be on standby – 1 for
Birkenhead, Bayswater and Half Moon Bay services and another for Devonport to support a potential
increase of cyclists wanting to use ferry services and left behinds
Security – Confirmed additional support: Three Ferry locations are possibly going to have more Cycling
community traffic trying to access Ferry Services so there may be a need for close facilitation of that issue.
o Downtown Ferry Terminal: Extra Two x Guards reporting to FO Managers for Operations 1100 –
1500 hrs
o Devonport Ferry Terminal: Extra Two x Guards reporting to FO Managers for Operations 1100 –
1500 hrs
o Birkenhead Ferry Terminal: Extra Two x Guards reporting to FO Managers for Operations 1100 –
1500 hrs
o Rovers also to be available for short notice tasking to these locations if ATOC/DOO or Incident
Management Response request raised on the day

Just a point of clarity, the bill of rights permits Bike Auckland’s members and supporters to freedom of association
and freedom of peaceful assembly. The rally itself is not unlawful or ‘illegal’ but access to the motorway on push‐
bike or foot is.
I will make sure that the ATOC PT Facilities team are aware of the increase in cycle patronage on PT.

Bike Auckland are putting out comms today on travelling to the “Liberate the lanes” bike rally protest on Sunday –
see email chain below.
I have made the train services aware that they may experience an increase in cyclists wanting to use the services to
get to the rally and Fullers will have 2 stand by vessels and crew should they see an increase to cover left behinds.
This is an illegal event which the Police are leading and will be intercepting should they attempt to cross the bridge
so I want to be sure we give the right response.
Please can you advise what we should be advising Bike Auckland to communicate?

We are trying to manage public expectations for travel to the Rally on Sunday.
Our Bike Burbs on the Shore asked our Community Activations Manager’s for a facebook
message they could share to all their enthusiasts advising them how to get to the Rally.
Because a lot of our work is done after hours I didn’t have time to check it with you. I
hope it’s ok.

trains?

We hope you are as excited as we are for our rally on Sunday!
Lots of people will be keen to use ferries and bikes to get to the rally, so the ferries will be
under pressure. Fullers are aiming to put their biggest boats on for Devonport and
Birkenhead, but even then, capacity for bikes will be limited.
To ensure you make it to our rally in time we suggest you aim for the earlier ferries, and
plan to carpool or other travel means as a back-up in case they’re overloaded.
Have a relaxing coffee or breakfast in town before making your way to Pt Erin Park.
It all points to why we need a trial lane on the bridge – ferries can’t be expected to cope
as cycling keeps growing, and we need more options to cross the harbour with our bikes.

Tēnā Koutou e hoa mā,
I wanted to briefly update you on the plans from ATOC’s IMT for Sunday’s rally.
As you’ll be aware, I will be onsite as Incident Controller for the IMT, and extensive planning has gone into preparing
for a range of scenarios where there is incursion onto the motorway.
On the day, I will be sending out an email sitrep at the end of the event summarising what transpired. If there is an
incursion that looks to affect the network for an extended period, I will also send one out updating of current state.
If there is an identified need for an EAT escalation, I will send you a text message from our sitrep system asking you
to join the EAT Conference call on Teams.
As always, I am happy to be contacted for any queries. I will be onsite at ATOC from 8am.

Can we pse book some extra resources for the following locations and times for Sunday 30th May pse:
Downtown Ferry Terminal: Extra Two x Guards reporting to FO Managers for Operations 1100 – 1500 hrs
Devonport Ferry Terminal: Extra Two x Guards reporting to FO Managers for Operations 1100 – 1500 hrs
Birkenhead Ferry Terminal: Extra Two x Guards reporting to FO Managers for Operations 1100 – 1500 hrs.
Three Ferry locations are possibly going to have more Cycling community traffic trying to access Ferry Services so
there may be a need for close facilitation of that issue
Rovers also to be available for short notice tasking to these locations if ATOC/DOO or Incident Management

I did just want to take the time to quickly loop you in on an error we have encountered in the planning process.
Evidentially the Liberate the Lane rally activity including possible lane closures was inadvertently picked up for
publication within an AT road closure listing on the website. This was identified on Saturday 29th and removed
Sunday 30th 0900.
We will address the sourcing links and associated process for this in debrief and ensure that this is addressed moving
forward. However I did just want to take the opportunity to ensure you were across this, I understand Brett has
been informed about this and may reach out.

Hi Guys,
Here are the operational notes in preparation for this Sunday’s planned rally for your information. I’ll be on call for the IMT and
discuss this with
who is rostered on for Sunday.
We are not anticipating any significant delays on Fanshawe Street if Waka Kotahi are forced to close the 2 northbound clip on
lanes.
Traffic is relatively light during the day and should be able to merge safely into lanes 3 and 4 on the centre span. Waka Kotahi
will keep the bridge operating in a 4 by 4 configuration with the MLB, therefore the Bridge capacity is actually operating in a 2
by 4 configuration.
There are 22 scheduled buses heading north onto the Harbour Bridge via Fanshawe Street on ramp per hour.
Average hourly flow through the on ramp between the planned time of the rally between 12:00 – 14:00 is between 450 ‐600
vehicles. Hence it is likely Metro services will experience some delays but should be manageable, not more than 5 mins
depending on how courteous motorists are at merging.
If the event does extend beyond 14:00, the peak flow for the Fanshawe Street is at 18:00 with average hourly flow of 800, which
should still be manageable.
It is unlikely the Bull Run will be activated and the bridge operating in a 3 by 3 configuration. If Waka Kotahi do make a call to
operate in a 3 by 3 configuration and they open the Bull Run, we would recommend protecting the Fanshawe Street On‐ramp
for AT Metro services only, and perhaps freight movements. All general traffic should be directed to use the Bull Run from
Fanshawe and Beaumont Street. We may need TTM assistance to channel general traffic appropriately. If the queues on
Fanshawe Street is not significant (e.g. queue on Fanshawe does not reach Halsey St) then there is no need to protect the On‐
Ramp for exclusive AT Metro use).
Overall our strategy would be to observe and monitor the behaviour of motorist and pro‐actively make adjustments to
accommodate and anticipate the change in demand on the network. A swift response is expected if our monitoring and intel
reveals an imminent breach of the Police cordon by participants onto the motorway carriageway.
