Dear Ziyun Wang
Thank you for your email of 25 May 2021 requesting the following information under the Official
Information Act 1982 (the OIA):
I am writing to kindly request copies of the most recent assessment templates and guidance notes
for Immigration Officers to follow when assessing the current Essential Skills Work Visa
applications.
On 18 June 2021 you clarified via email that by ‘guidance notes’ you refer to training materials.
Our response
We have located four documents that fit the scope of your request. Please refer to the
attachments marked as Appendix One.
Please note that some of the information in the documents has been withheld under the
following sections of the OIA:
Some of the information has been withheld under section 6(c) of the OIA. This is because
making available that information would likely prejudice the maintenance of the law,
including prevention, investigation and detection of offences, and the right to a fair trial.
Information which relates to factors that Immigration New Zealand (INZ) takes into
consideration to identify and manage risks, as well as specific details involved in the
assessment process, has been withheld so as not to prejudice INZ’s ability to effectively
assess and determine visa applications.
Some of the information has been withheld under section 9(2)(a) of the OIA because it is
necessary to protect the privacy of natural persons. Information which could identify a
visa applicant has been withheld to protect their privacy.
We have considered whether withholding that information is outweighed by other considerations
which render it desirable, in the public interest, to make that information available, in accordance
with section 9(1) of the OIA, however it is my opinion that such grounds do not exist.

You have the right under section 28(3) of the OIA to ask the Ombudsman to investigate and
review my decision to withhold information from the released documents. The relevant contact
