Thank you for your follow up request under the Of icial Information Act 1982 (the Act) on 26 July
2021 regarding stress tests (H202106270):
“1. An April stress test relating to trans-Tasman quarantine-free travel. This is referred to
on page 48 of this document: "Further testing and scenario planning also took place in
April 2021, pending the introduction of quarantine free travel with Australia."
2. A "scenario planning workshop" relating to pre-departure testing conducted in
January.
3. Another workshop related to Cook Islands quarantine-free travel conducted in May.”
On 12 August 2021 parts 2 and 3 of your request were transferred to the Department of the
Prime Minister and Cabinet (DPMC) as the documents you refer to are documents published by
DPMC as seen here:

The Ministry of Health (the Ministry) has now been advised that the stress test mentioned in part
1 of your request was also led by DPMC. For this reason, I have decided to also transfer part 1
of your request to DPMC under section 14 of the Act. You can now expect a full response from
DPMC in due course. We apologise for the delay and any inconvenience this has caused.
Under section 28(3) of the Act, you have the right to ask the Ombudsman to review any

I'm emailing to follow up on my request for information relating to COVID-19 response stress
tests, which received a response from the Ministry on 26 July.
I noticed that your response appears to be missing some information which I think should be in
scope, namely:
1. An April stress test relating to trans-Tasman quarantine-free travel. This is referred to on
page 48 of
this document: "Further testing and scenario planning also took place in April
2021, pending the introduction of quarantine free travel with Australia."
2. A "scenario planning workshop" relating to pre-departure testing conducted in January.
3. Another workshop related to Cook Islands quarantine-free travel conducted in May.
The last two are referred to i
n this document. Can you please advise me why these were not
included in your response?
