Dear Mr Goulder-Horobin
Official Information Act request: Definition of coercion
Thank you for your email of 15 May 2021 requesting, under the Of icial Information Act 1982
(the Act), the following information:
1. What is the legal definition of "Coercion" that you and/or the courts use under New
Zealand Law?
2. What is the legal definition of "Duress" that you and/or the courts use under New
Zealand Law?
I must refuse both parts of your request under section 18(g) of the Act as the information
requested is not held by the Ministry and I have no grounds for believing it is held by another
agency or Minister.
As the information you are requesting is legal advice, you may want to visit the
Parliamentary Counsel Of ice website: www.legislation.govt.nz/. The website has guidelines
on interpreting legislation and you can also undertake a keyword search of coercion and
duress.
If you are not satisfied with my response, you have the right to complain to the Ombudsman
under section 28(3) of the Act. The Ombudsman may be contacted by email at:
[email address].
Yours sincerely
Jenna Bottcher Hansen
Manager, Ministerial Relations and Services
