We received your request for Drug & Alcohol pathology/testing at MPDC on
05/05/2021.
Please see our answers in red.
1. Does the organisation carry out drugs and alcohol testing (among employees
or other persons)?
Yes
2. If drug and alcohol testing does take place at the organisation:
a. Who currently provides the testing service i.e., name of service
provider(s)?
The Drug Detection Agency (TDDA) & Waikato Occupational Health
Consultancy (WOHC)
b. For each (named) service provider:
i. What is the nature of the drug & alcohol testing service
delivered e.g., saliva, urine, breath and alcohol and synthetic
cannabinoids?
WOHC:
• Pre-employment (urine sample)
TDDA:
• Post incident testing (urine sample and breath alcohol)
• Reasonable cause (urine sample and breath alcohol)
• Random Drug testing oral swab (saliva) & breath
alcohol (if these are non-negative then a urine test is
completed)
ii. In what geographic location(s) is the service delivered?
Hamilton, Te Aroha, Morrinsvil e & Matamata.
iii. Is the service provided under contract? If yes:
Waikato Local Authority Shared Services have a contract with
WOHC.
No contract with TDDA.
3. How many contracts does the provider have with your organisation?
One
4. What is the term of that/those contract(s)?
Initially three years, right of renewal 2 years (completion date 27 February
2022)
5. What is the dollar value of that/those contract(s)?
No fixed value as this service is provided on an as needed basis.
6. Are there options for renewing that/those contract(s)?
The contract has been renewed already (see above).
7. What organisation(s)/company(ies) previously conducted drug and alcohol
testing for your organisation (repeat all of ‘b’ for previous service
providers)?
No other providers have been used.
If you wish to seek an investigation and review of Council’s decision, you can do so
by making a complaint to an Ombudsman (under section 27(3) of the Local
Government Official Information and Meetings Act 1987).
