Request for Information 
 
I refer to your email of 4 May 2021 requesting information on the state of establishing 
a new or modified Wigram to Prestons bus service or any additional services from 
Wigram to the City. Your request has been referred to me to reply.  
 
The 2018 Canterbury Regional Public Transport Plan included a reference to a 
Wigram to Prestons route in the Future Unit Structure section in Appendix 2 
(https://www.ecan.govt.nz/your-region/plans-strategies-and-bylaws/canterbury-
transport-plans/ RPTP page 76).  This was a proposed route only and, as noted in 
the preamble to this section of the appendix, subject to change as part of the network 
review process. 
 
Since the publication of the Regional Public Transport Plan, a consortium of 
consultants led by WSP were engaged to prepare the Greater Christchurch Future 
Public Transport Business Case.  The first phase of this business case examined the 
foundations and network structure of Christchurch bus routes.  The preferred 
programme from this business case has developed a network plan that does not 
include a Wigram to Prestons route (ht ps://www.ecan.govt.nz/data/document-

The business case has been endorsed by all Greater Christchurch Partners including 
Environment Canterbury as the basis for public transport route planning in the short 
and medium term (up to 2031). 
 
You wil  be aware that if you are not satisfied with this response you are able to refer 
this matter to the Of ice of the Ombudsman under s27(3) of the LGOIMA.
