recently released publication “Signal A year in rail safety” including but not limited to printing and 
postage costs, along with costs related to staff involvement.

*The design and layout of Signal – a year in rail safety 2019/20 was intended to be completed 
internally, and therefore within baseline costs, but was outsourced due to wider and increased 
demand on design resources at Waka Kotahi.
