Thank you for your Official Information Act request, received on 1 March 2021.  You 
requested: 
 
“…any documents recording Cabinet’s reasons for funding the decision”. 
 
Cabinet agreed that decisions on final details of projects in the New Zealand Upgrade 
Programme be delegated to Budget Ministers, and therefore no documents recording 
Cabinet’s reasons for the funding decision of Mill Road exist. On this basis, I must 
refuse your request under section 18(e) of the Official information Act – that the 
document alleged to contain the information requested does not exist or, despite 
reasonable efforts to locate, it cannot be found.  
 
Information specific to funding decisions for Mill Road is included in departmental 
reports on the New Zealand Upgrade Programme. If you would like this information, 
please feel free to make a new request to the Treasury.  
 
This reply addresses the information you requested.  You have the right to ask the 
Ombudsman to investigate and review my decision.
