Thank you for your request for information dated 10 November 2020 about the cost and
process of Middleton Road Give Way change.
Please provide the total cost incurred in removing and then reinstating the recent
Give Way signage (including on-road) on Middleton Road Remuera. Please include
the head hours for Auckland Transport personnel and any associated persons.
The total physical works (contractors) cost for removal and then subsequent reinstatement of
the Give Way signs and road markings was $4,696 excluding GST.
Auckland Transport personnel head hours were not captured for either removal or
reinstatement of the Give Way signs and road markings.
Please also provide detail on the processes (submissions, consultations, surveys,
site visits, traffic monitoring etc) that lead to the decision to remove them and then to
reinstate.
For the implementation of P120 controls in Remuera, a review and mapping process was
done by a technician of al controls that were in place within that zone such as:
• Broken Yellow Lines
• Flush medians
• Bus Lanes
• Bus stops
This was done for the purposes of drafting a resolution for the P120 controls that would
need approval from Auckland Transport’s Traffic Control Commit ee. During this mapping
process a few controls were inconsistent, such as signage, and raised questions to be
clarified by the Project manager.

One of these controls that was questioned was the “
One-Way, Give-Way; No road markings
(limit line, triangle etc.) and the signs don’t seem to be consistent.”
Following a review done by an AT Traffic Engineer, it was suggested to remove the
Give-
Way signage and road markings on approaches to all the chicanes highlighted by the
technician to assist with lowering speed. Motorists who have the right of way are driving
through the chicanes at higher than ideal speeds, hence removing the signage and road
marking would force motorists to slow down as no one direction wil have a dedicated right of
way. This would aim to reduce speed and increase safety.
As part of the P120 parking changes, the Give-Way signs and road markings were removed
in August 2020.
Following removal of the Give-way signs and road markings, customers reported operational
issues on Middleton Road to Auckland Transport and these were investigation by our Traffic
Engineering team. I have attached a copy of submissions from our customers to this
response. Some information has been redacted under section 7(2) (a) of the LGOIMA, to
protect the privacy of natural persons, including that of deceased natural persons.
I have listed below notes and decisions of our Transportation Engineer and Team Leader
after their observations and site visit.

I went to site for case CAS-203769-Y8Y4R5. The address in the
2pm
case was #66 where I couldn’t find any issue. I cal ed the
customer and met him at #56. Took photos of the new
Residential Parking Zone signs and removed give way road
markings. I figured it might be related to the RPZ work so told the
customer I wil find out.

I was standing in between the 2 narrowings to observe both.
3:25pm to 3:45pm
Drivers were driving slow and passed the narrowings with care
and courtesy. Generally, the traffic was operating wel . I took
some videos.

It’s been over one month since the priority controls have been
4:00pm to 4:45pm
removed. Some drivers stil obey the historic priority GIVE WAY
controls that have been removed, and some drivers have
adapted to the removal of the priority controls with the driver that
gets to the narrowing first having priority. There is a safety risk
around this with some drivers not slowing down on the
movements that used to have unimpeded flow, and relying on the
other direction to give way. Some drivers drive with caution and
some do not. Given that these are regular users, I do not believe
simply installing NEW ROAD LAYOUT signs would change the
mindset of all drivers.
I also considered the previous historic priority controls. They are
installed in opposing directions and the downhil movements are
required to give way. This layout slows speeds on the faster
downhil movements which also has benefit.
Based on this review, decision is to revert back to the previous
priority controls. We stil need the NEW ROAD LAYOUT signs to
go in when we make the change, and keep these signs in for one
month.
The Give-way signs and road markings were reinstated on the 4th
November 2020.
Should you believe that we have not responded appropriately to your request, you are able
to make a complaint to the Office of the Ombudsman in accordance with section 27(3) of the
LGOIMA Act, and seek an investigation and review in regard to this matter.
