Thank you for your Official Information Act (Act) request received by the Department of
Internal Affairs (Department) on 23 December 2020.
You requested—
I'd like to please request a copy of all Privacy Threshold Assessments and Privacy
Impact Assessments referred to in the e-mail correspondence (in OIA 2021-0224).
In response to your request I can provide you the following information:
• Appendix A – Privacy Impact Assessment: Full report, One Time identity (15 August
2020)
• Appendix B – Privacy Impact Assessment: Threshold Check, Facial Recognition System
(15 March 2017).
Some information in this documentation is being withheld under the following provisions of
the Act:

9(2)(k) of the Act; prevent the disclosure or use of official information for improper
gain or improper advantage.
It is important to note that the One Time Identity (OTI) product is still in development and
the solution described in the OTI Privacy Impact Assessment (PIA) for the Ministry of Social
Development’s (MSD) use, has not been productionised.
Specifically, the disclosure of the selfie photo to MSD as described in Section 11.4 of the OTI
PIA has been removed from the scope of the project, as it was determined to be
unnecessary for MSD’s use.
