Regarding your OIA request to provide details the severance packages paid out to PVC's 
Abbott and Hemmington. 
 
This material has been withheld under section 9(2)(a) of the Official Information Act to 
protect the privacy of individuals and under section 29(1)(b) and 29(3) of the Privacy Act 
1993 on the grounds that the discussions contain material subject to a promise of 
confidentiality. 
 
Having considered the public interest in the information being released, we have concluded 
that the public interest does not outweigh the need to withhold the information. 
 
Under section 28(1)(a) of the Official Information Act 1982, you may ask the Ombudsmen to 
investigate and review our decision to decline to provide some of the official information to 
you.
