Demand Management Team Meeting

Welcome
Warren welcomed attendees and offered a brief revision of background and actions from the
March meeting. Today's meeting is about implementing  the proposed Transport Management
System by July 2020.
Previous Minutes
These were discussed and used as the basis for the meeting agenda.  The minutes were
discussed and items updated as follows.
Terms of Reference
No progress has been made and 'Warren and Connie will progress to finalise these by next
meeting.
Action

Warren and Connie to work to finalise ToR.
Funding request
Many projects were put forward to government for Covid 19 CIP funding consideration and at
this stage the transport related projects that include TDM infrastructure, Whakapapa and Turoa
carpark surfacing have been referred to the PDU for further processing.  There is little
expectation that these funding decisions will be completed for this winter.
Action
Proposal to extend pilot into the first year of three year term of the new RLTP
Warren to advise funding decision from MBIE.
Parking Strategy and management plan

Doc is implementing the park bylaw to manage demand on park infrastructure and is being
asked by Iwi as partners to implement change.
·
Discussion about implementing parking demand management (car park booking APP) at
Whakapapa and Turoa ski area's and to introduce three hour parking at Whakapapa
Village.  This has been designed around existing vehicle occupancy however we still need
better occupancy data from car counts.
·
RDC and DoC to underwrite the costs of staffing check points to implement the booking
app for carparks.  Costs the be reimbursed by RAL over the season 2020.
·
Ski area access will close when car parks are full and NZTA, VMS digital and broadcast radio
to be used as comms channels.
·
Shuttles will be used but no services from Whakapapa Village other than from Hotels with
concessioned operators.
·
Customers will be directed to use other forms of transport from
Communications
Regional communication for change management was discussed and it was agreed that DoC
manage all communications on road restrictions with direct real time communications to
stakeholders, this includes NZTA Network control centre.
Warren advised that road safety advertising on Ski FM has been increased and would like to see
direct communications from DoC to Ski FM enable travel planning for listeners while driving to
the mountain, all digital channels and normal media used by NZTA, RAL and DoC .
