Response to your request for Official Information
On 11 April 2020, you requested from the Human Rights Commission (“the
Commission”) the following information:
1.
The current member/past member who sit on the Human Rights Commission
Race Relations Advisory Committee and their bio;
2.
The terms of reference of this group and how you select member from the
public to sit on this group;
3.
How much they were or are being paid for each meeting and their term for
appointment.
Race Relations Sector Advisory Group
The Race Relations Sector Advisory Group (“the Advisory Group”), of which Dr
Manying Ip was a member was established in late 2003 to assist the Commission to
engage in widespread participation by a diverse range of ethnic communities in order
to develop a New Zealand Action Plan for Human Rights (“NZAP”).
Other members of the Advisory Group included Canon Hone Kaa, Debbie Teale,
Donna Matahaere-Atariki, Dr Love Chile, Farida Sultana, Ian Baker, Rev John
Murray, Val Gavriel and Tala Cleverly. I am unable to locate any biographical
information that we hold on each of those members.
While members of the Advisory Groups were ultimately selected by the Commission,
the list of potential members was taken from those who were nominated for the
overseeing National Advisory Committee but were not appointed to that Committee.
Please find
attached for your reference a Commission paper from June 2002 which
outlines; the process for appointment to the Advisory Group and the proposed terms
of reference for the group. Some information within the paper has been withheld for
confidentiality and privacy reasons.1

As far as I can tell, members of the Advisory Group would not be paid, however the
Commission would meet the costs of meetings including meeting fees.
As the paper indicates, the term suggested for members was 14 months or a five
meeting commitment. I am unable to locate any further meeting minutes of the
Advisory Group beyond 2004.
