Dear Julie Chambers
Official Information Act request relating to payments received by DPMC from
government organisations
Thank you for your Official Information Act 1982 (the Act) request received on 5 March 2020.
You requested:
“...Please list the names of government organisations (Ministries, departments, Crown
Entities and other government organisations) that paid/provided money to the DPMC
during each of the following financial years - 2016/17, 2017/18, 2018/19...”
I note the time limit for responding to your request was extended on 2 April 2020 by
30 working days. The additional time was needed to complete consultations before a final
decision was made on your request. I am now in a position to respond.
In considering your request, I have taken your request to be for payments received from
Government agencies and Crown entities to the Department of the Prime Minister and
Cabinet (DPMC). I have taken payments received as wages for seconded employees to be
out of scope of your request. If I have misinterpreted, please advise accordingly.
Please find attached lists of agencies identified as making payments to DPMC, grouped by
financial year. These lists have been ordered alphabetically, with some context regarding the
payments identified.
You wil note some payments are marked “Contribution to Policy Project”. These payments
are made by agencies supporting the Policy Project’s ongoing work improving the policy
system, capabilities, processes and standards, led by DPMC since 2016-17, through a
annual financial contribution. Further information about the Policy Project can be found online
at the following website:
dpmc.govt.nz/our-programmes/policy-project/about-policy-project
You will also note some payments are marked “Contribution to National Security Workforce
Unit”. These payments reflect club funded contributions from members of the Hazard Risk
Board (HRB) and Security & Intelligence Board (SIB), in order to establish the National
Security Workforce Unit. If you are interested, further information about the Unit can be found
online at the following website:
dpmc.govt.nz/our-business-units/national-security-
group/national-security-workforce.
You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
