I refer to your email dated 27 November 2019 which was received by Greater Wellington
Regional Council (GWRC) on 28 November 2019. You have requested the following
information following GWRC’s response to your request for information OIA 2019-372:
‘The GWRC has previously release Transport Rates calculations as part of previous
Long Term Plans (LTPs). An example is the request for a copy of the Transport Rates
calculations used to support the 2015-2025 LTP (https://fyi.org.nz/request/2578-the-
2015-16-transport-rate-calculations-used-for-the-gwrc-long-term-plan#incoming-
8348).
I understand that information that was previously withheld is not longer deemed
Commercial in Confidence due to the implementation of the new PTOM contracts for
bus and passenger rail services. I am interested in be provided with a complete copy of
these Transport Rates calculation spreadsheets.
1) A copy of the spreadsheets that calculate the detailed Transport Rates used to
support the GWRC 2015 Long Term Plan please be provided ?
2) A copy of the spreadsheets that calculate the detailed Transport Rates support the
GWRC 2012 Long Term Plan please be provided ?
3) A copy of the spreadsheets that calculate the detailed Transport Rates support the
GWRC 2009 Long Term Plan please be provided ?
4) A copy of the spreadsheets that calculate the detailed Transport Rates support the
GWRC 2006 Long Term Plan please be provided ?
It is preferred that the requested information is provided in its complete and original
spreadsheet format. It is further requested that any spreadsheets linked to the main
calculation spreadsheet are also provided as part of this request.’

GWRC’s response follows:
1) A copy of the spreadsheets that calculate the detailed Transport Rates used to support
the GWRC 2015 Long Term Plan please be provided ?
This information has been withheld in accordance with section 7(2)(b)(ii) of the Local
Government Official Information and Meetings Act 1987 (the Act) on the ground that
releasing the requested information would be likely unreasonably to prejudice the
commercial position of the operators who are the subject of the information and would be
likely to unduly undermine GWRC’s ability to carry out negotiations without prejudice or
disadvantage for future negotiations.
We have considered whether the public interest in the requested information outweighs
GWRC’s need to withhold certain aspects of the requested information. As a result, we do
not consider that the public interest outweighs GWRC’s reason for withholding parts of the
document under the grounds identified above.
GWRC is happy to work with you to provide more information relating to transport rate in
the 2015 Long Term Plans at an aggregate level.

Please refer to information response 2012-037 on 2 May 2012 that included all information
available for this request.

A search has been undertaken and the document alleged to contain the information
requested cannot be found. Therefore your request is refused under section 17(e) of the
Act.
