Request made under the Official Information Act 1982 
 
Thank you for your email of 8 November 2019 requesting the following information under the 
Official Information Act 1982 (the Act): 
 
can you please provide me a copy of all legal documents, signed, that allowed nzta to fit 
a camera into a male employee’s vehicle to spy on a female worker and her family 
(including her 6yr old son) from a nzta supplier (wsp opus) in whangarei. 
This spying is still ongoing, despite your employee testifying under oath in the 
Whangarei district court, he was spying to gather evidence for this hearing Byrne Vs 
NZTA, Whangarei district court, 4-6 nov,2019. 
No evidence was produced, the hearing is finished, but the spying continues. 
He also presented evidence that proves he is using this camera to spy on other families 
on Ranui Rd, Karetu. 
Can you also provide the signed legal documents that allow this spying on families to 
continue. 
 
I am refusing your request under section 18(e) of the Act because the documents alleged to 
contain the information requested do not exist or, despite reasonable efforts to locate them, 
cannot be found. 
 
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
