Thank you for your request of 16 October 2019 under the Official Information Act 1982 (the Act) 
for information on the measles, mumps and rubella (MMR) vaccine: 
“1) how many people are unvaccinated for measles in New Zealand. Can this 
please be broken down in  
1)a) people that have had 1 but not 2 MMR vaccines
1)b) people that have not had any MMR Vaccines
2) how many MMR vaccines would be needed for everyone have to have had 2
MMR vaccines?
3) What are the estimate of the number of people that have not had the vaccine
that cannot have the vaccine for medical (as opposed to ethical/not wanting it)
reasons?”
Information in response to your request is outlined in Appendix 1 of this letter. Please be 
advised that this data is sourced from the National Immunisation Register (NIR) for 2006 to 
2019 birth cohorts.  
It is important to note that the number of declines (see Table 3) refer to both MMR 1 and MMR 
2. As such, older birth cohorts would have had multiple opportunities to decline the MMR
vaccine and may be counted in the figures more than once. Additional information to assist in
interpreting the dataset is also outlined in the appendix.
