We are on target for at least a 3 degree plus plus centigrade rise by 2100 at the present time. This
is likely at minimum a metre and a half sea level rise, if not more by 2100 with a final outcome of
eight plus metres or more in two or three centuries.

It is no longer a case of growth at any cost. The situation of habitat loss, species loss, is at crisis
point. Feeding ourselves could become a crisis point too, if we do not start acting now.
The public in all democratic countries will not wait much longer. We are lucky, we have the
buffer of distance and relative isolation. It will not last.
James Renwick will tell you, Kevin Anderson, Hugh Hunt, Peter Wadhams, James Hanson, Tony
Juniper, and many other scientists, too many to name all respected in their fields, will tell you we

need to act now.  Every year missed is a year that will increase the problems we face.
We need to be field testing the solar particle reflection technologies, ditto  the extraction
technologies.
We need the budgets in our faces at street level, and we need them now.

To act too late would be irresponsible, it would be gross negligence and criminal, an abdication of
our responsibilities joint and several.
We still have the choice, but only just.
Personally, I hope the scientific community is wrong. But even if there is a small chance they're
right we must not take the risk we must act now. I would rather be considered alarmist than wait
for another year and another year or longer for something to happen. I would rather die on my feet
than on my knees. I want my kids and all kids to have a decent shot at life as I have known it.

Can we get some movement on Climate and Environment? Not just signing  of international

agreements. No working group required, the science has been done for 200 years. Joseph
Fourier in 1824. Just crack on with a roll-out planning team, get some ex NZDF person
to plan logistics, like done for Pike River.
Here is some examples:

•Stop subsidies to fossil fuels,  make that industry pay up front for the
externalised costs that the tax payer has been paying for decades. You know, costs like dying
from pollution.
•Incentivise private EVs, batteries, solar, at equal and opposite levels to the fossil oligarchs, so the
bad rich are hit not the struggling middle or poor.
•Grid scale EVs, batteries, solar for all Government departments, NZDF needs sorting for sure.

•Encourage building of soils, don't believe federated farmers that they know what they are doing,
they don't. Permaculture can employ and feed orders of magnitude more people than cows can.
Regional funding grants anyone? Landcorp anyone? Soil is more important, billions of trees
maybe a result of a building soil policy. Pretty sure Dr Mike Joy would say something like this.
You lot have got to stay in after the next election. Lets get the messaging straight, the right

outperforms the left - always - on messaging, why? Put some effort in to messaging for ..... sake.
Often the down to earth obvious point, the sound bite that the average Kiwi will understand is
missed.
Also, why all the dumb mistakes, looking at you Labour, ugh! How about keeping the boss (PM)
informed, have a PMs' critical information requirement list made. I can provide a few for the list,
but pretty sure a quick google search on silly mistakes made will get things started.

international youth movement with Greta Thunberg and Sophie Hanford (you have met)

I love nature and like to make documentaries about Australian wildlife from Quolls to Giant
Cuttlefish. Recently I’ve learnt to understand that all of these beautiful animals and plants we
have marvelled are under critical threat from climate change, and government inaction, as are

Like many people, I have known of Climate Change as an abstract thing but not comprehended
what’s happening because of it. I believe this stems from a lack of education and urgency. The
term “Climate Change” is passive, whereas “Climate Emergency” calls for action and fast. This is
what we need.

A Declaration of a Climate Emergency means in practical terms that a community puts together
an action plan tailored for their unique geography and challenges, to immediately reduce C02
emissions, instigate carbon draw down initiatives, educate people on the climate emergency
using existing or low cost communication channels and build community resilience.
I have been looking at practical ways this could happen and discovered that local councils across
the world are becoming a grassroots movement of their own with over 410 local councils in
Canada, UK, USA, Europe and Australia declaring a State of Climate Emergency.

In Australia we haven’t had a Capital City declare yet!
I am working with people in Queensland, Victoria, NSW, ACT and WA to form teams to petition

City Councils to declare, we are making it a National Competition – the first Australian Capital
City to declare for the title and the glory!
I am also working with some of the Fridays for Future team in Europe to also encourage this as
the next step in their towns and cities. We have Italy, Sweden, France, Spain, UK and Portugal all
working on this to happen and get the ball rolling.
I then thought how could we get a whole country to make a Declaration of a Climate Emergency
and I know that New Zealand has always been a progressive nation when addressing climate
change.
I know that you understand the urgency of us taking the next step to addressing Climate Change,

because it is not only going to bring cataclysmic weather events, there is going to be extreme
civil unrest because of no food and people having no homes.
Horrible things are going to happen, today I was reading how African refugees trying to get to
Europe because of unrest are stuck in Libya because the EU has close their borders, and because
there is a power vacuum in Libya since the killing of General Gadhafi, they are now being sold as
slaves for as little as $200 and are being tortured. If Climate Change is not addressed it won’t be

long before this type of thing happens on an enormous scale.
New Zealand has led the world on speaking up about Climate Action being vital for the survival of
the
humanity. The people of New Zealand get this and unlike Australia, the government of New
Zealand also understand this.
I would like your nation to again lead the way and be the first nation to Declare a State of
Climate Emergency. I believe this would set an important precedent and we could work towards
other Oceanic countries actively responding to climate change, because even though we all

know they are not the polluting nations (not by a mile) if we can ramp up people seeing that we
can do something, then they will too.

work you do for our country.
On the 15th March 2019 a lone gunman massacred innocent people. The gaze of the world
turned towards New Zealand.
Perhaps some saw the worst of what we are. Most will have seen the best of what we are.

Our government and it seems our parliament, united and delivered a response that was
sensitive, thoughtful and kind. In relation to gun law, parliament found a way to unite and
is poised to pass legislation that for 25 years has seemed impossible.
On the 15th March something else momentous happened; well over 1.5 million students
struck for the climate: in 2,083 places; in 125 countries; on all continents, “the biggest day

New Zealand's young people, by virtue of our position on planet Earth, “led” the world.

If humanity is going to keep warming below 1.5 degrees let alone 2, then each of us needs to fly and
use taxis as little as possible (among many other things). If flights and taxis reflected the true cost of
their emissions, then far fewer New Zealanders could afford them and those businesses will be less
profitable. Subsidising high emissions transport options (per capita/trip) rather than funding lower
emission transport or alternatives, like remote work, may not be the optimal use of ratepayer
money.

In response, four Table members [names redacted] set forth from Toronto to start a new global
conversation about the purpose of schools, with the aim of mobilizing three under-heard voices: the
student voice; the voice of parents as partners in education; and the voice of teacher unions around
the world. Since November, they’ve pulled in union leaders and researchers from Australia,
California, Canada and New Zealand, and published a handful of opinion pieces (for example here,
here and here). They’re gathering some 60+ students and teachers this weekend in Banff, Alberta to
explore the future that students wish to see. A timely gathering. (I’m thinking of Greta Thunberg’s
climate activism, and of the #ExtinctionRebellion.) And they’re beginning to plot a public
engagement strategy on the purpose of public schools for the fall of 2019 and throughout 2020. How
can society help youth to lead the purposeful lives they want to live? It’s an urgent question. This
group already has some good answers.

In April, Greta Thunberg described the UK's carbon emissions reduction as "very creative" accounting
because it excluded aviation, shipping, imports and experts. I understand that NZ fol ows the same
practice (allowed with the Kyoto protocol).
Can MFE provide me with the emissions data for aviation, shipping, imports and exports - and
explain how it would change our reporting on the 2008-12, 2013-20 and 2021-2030 target periods if
these were included.

• I’d suggest doing it separately for international and domestic aviation and navigation. This is
because international aviation and international navigation, although reported annually, do

not contribute to NZ’s national totals.
• Imports and exports

Imports and exports of fuels are factored in the reference approach to estimating
CO2 emissions from the Energy sector. They also do not contribute to the national
totals and used a verification data only. Therefore, the import/export data for CO2

emissions from fuels should not affect our reporting for any period of time. The
emissions for CO2 and non-CO2 gases from fuels within the national totals are
coming from the sectoral approach only.

There are also exports and imports of F-gases that are taken into account in
estimating relevant emissions in the IPPU sector as we are using mass-balance
approach in that sector. These obviously are included in the totals but as a part of a
bigger equation. If you’d like to cover this to a greater detail, it’s best to discuss with

Tokelau sector. As all fuels in Tokelau are imported, any variations in fuel imports
would affect Tokelau’s emissions (CO2, CH4, N2O). However, as Tokelau contributes

less than 0.004% of NZ’s total emissions, these variations wouldn’t make any
significant difference to New Zealand’s reporting over the specified periods.

It is not clear from the question if Greta is asking about international navigation/shipping and not the
domestic one.
In my opinion, she does not have clear understanding of what it means and what is included in the
national totals and what is reported in the inventory. So I would add an explanation to clarify for
Greta that:
1.  Domestic navigation and aviation are included in the national totals already (it is not obvious
for Greta)

2.  Exports and imports are not universal terms in the inventory and are concerned with very
specific terms and concepts:
a.  Exports and imports of fuels in the Energy sector
b.  Exports and imports of fluorinated gases in the IPPU sector

c. Exports and imports of fuels in the Tokelau sector
3. Then you can explain that:
a. 2(a) do not contribute to the national totals and used a verification data only.
Therefore, the import/export data for CO2 emissions from fuels should not affect
our reporting for any period of time.
b. 2(b) are reported in the inventory under the IPPU sector as a part of the method
used for estimating emissions of fluorinated gases from that sector
c. Imports of fuels to Tokelau contribute to less than 0.004% of New Zealand’s total
emissions, and therefore, variations in these values will not affect the total New

School Strike 4 Climate notes for Prime Minister Ardern
The School Strike 4 Climate (SS4C) movement started in August 2018 after Greta Thunberg, a then
15-year-old Swedish student, protested outside Swedish Parliament, demanding more action to be
taken to prevent further climate change. Her message gained significant momentum following

Earlier this year, Sophie read about Greta Thunberg and was inspired to start organising school
strikes for the climate in Aotearoa. She got a team together and started planning the first strike in
February. Approximately 20,000 students went on strike on the 15 March – pretty effective! A
further 15,000 students participated in the recent May strike, and thousands more spent the day
planting trees and picking up rubbish.

The School Strike 4 Climate
1.  The School Strike 4 Climate (SS4C) movement started in August 2018 after Greta
Thunberg, a Swedish school student, protested outside Swedish Parliament, demanding
more action to prevent further climate change. Following COP24 in Poland in December  1982
2018, school strikes took place in over 270 cities.
2.  The first strikes in New Zealand were held on the morning of 15 March 2019.

3.  Minister for Climate Change Hon James Shaw, Minister of Finance Hon Grant Robertson,
and National MP Nicola Willis took part in a Q&A session with the crowd at the 15 March
strike. In that session, Minister Shaw said that Government was committed to passing the
Zero Carbon Amendment Bill this year.
4.  The SS4C movement is  holding another round of strikes on Friday 24 May, with New
Zealand students aged 8-18  expected to strike  throughout the country,  expressing
concern about the planet.
