Request for information 2019-246 
I refer to your request for information dated 1 July 2019, which was received by Greater Wellington 
Regional Council (GWRC) on 1 July 2019 for the following information: 
All information relevant to the statement reported at https://www.stuff.co.nz/dominion-
post/news/wellington/113814616/driver-shortages-and-city-councils-moves-on-bus-priority-blamed-
for-wellington-network-problems that This council [GWRC] has expressed what its view is on bus 
priority to the roading authority [WCC] for every such expression made in the years 2014-
2019, including full details of what was in each expression and WCC's response.
” 
 
I wrote to you on 27 July to advise you that your request was for a significant amount of information 
which may be refused under section 17(f) of the Local Government Official Information and 
Meetings Act 1987 (the Act) as it would take substantial collation and research to respond to it. 
To make your request more manageable, we proposed a refinement to your request as we believed 
this refinement may avoid the possibility of your request being refused for the reason identified.  
This suggested refinement was: 
“…views that have been presented to Wellington City Council via letters, formal reports, the 
Wellington City Council/GW working party, and submissions GWRC have made to the 
Wellington City Council’s Long Term Plan.” 

On 31 July you contacted GWRC to confirm your agreement with this proposal. 
GWRC’s response follows. 
As a result of this suggested refinement we undertook a further search of GWRC records which 
returned in excess of 2,000 documents that were potentially within scope of your request.  To enable

us to respond we further focussed our search to correspondence only and using the search terms “bus 
priority’ and ‘WCC’; and “bus priority” and “Wellington City Council”. The result of our searches 
will not be all the documents that we hold relating to bus priority. In addition, we also identified a 
number of documents that we think will be of interest to you.  
The documents that we are releasing to you are enclosed with this letter as Attachment (1). A list of 
all of the documents that we have identified in response to your request is provided in Table (a) 
below. Note that information out of scope of your request has been redacted. 
If you have any concerns with the decision(s) referred to in this letter, you have the right to request 
an investigation and review by the Ombudsman under section 27(3) of the Local Government 
Official Information and Meetings Act 1987.
