Re: 14 Norman Close, Manurewa 
 
I refer to your email dated 5 August 2013, which we received on 6 August 2013, requesting 
information about the property 14 Norman Close, Manurewa. 
 
Auckland Council received notification of a P Lab at this address from New Zealand police on 26 April 
2013.  An environmental health officer then sent a letter to the property owner requiring them to –  
 
  Professionally test the property for contamination, and provide a copy of the test results to 
Auckland Council 
  If contamination is confirmed then professionally decontaminate the property 
  After the decontamination they are required to retest the property for contamination and provide a 
copy of the test results to Auckland Council.   
  The building can only be occupied if results show property is no longer contaminated 
 
On 26 July 2013, Auckland Council received a copy of the lab test report from Forensic and Industrial 
Science Ltd which revealed methamphetamine levels on several surfaces at higher levels than the 
Ministry of Health remediation guidelines.  The report recommended the following –  
 
  Decontamination and remediation of the premises 
  Testing selection of current occupants contents/possessions 
  Restrict premises occupancy until it is decontaminated 
  Access to dwelling and garage to be restricted until remediation and retesting 
  Further testing after remediation works 
  Premises to be aired for 2 days after decontamination. 
 
On 5 August 2013, the property owner informed the environmental health officer via email that they 
are making arrangements to carry out decontamination works.
