OFFICIAL INFORMATION REQUEST – PARKS AND RECREATION BROCHURES
I am writing in response to your email of 6 June 2019 requesting information on the pamphlets produced about
“on leash” and “off leash” access for dogs. Your request referred to Bethunes Gul y as an example. I have
provided below the response to your questions:
(a) Why the pamphlets have been amended to provide incorrect information
The pamphlet information about dog leash restrictions at Bethunes Gul y is correct. The map indicates
the areas for on and off-leash for dogs. In this case the track goes through the picnic area/playground
(which is a Bylaw requirement for dogs to be on leash). The issue with Bethunes Gul y, in particular is
that the track goes through the picnic area/playground to provide access to the rest of the park. The
“on-leash” restriction only applies within the picnic/playground area and once back on the track allows
for “off leash”.
The off leash and on leash areas are identified on the DCC website which provides the maps for the
Dog Control Bylaw 2016, available at the link below:

(b) How many amended pamphlets have been produced, and how many distributed to date.
(c) The costs of producing the amended pamphlets.
I advise that we are unable to provide the exact number of pamphlets produced specific to the on/off
leash areas, or the cost, as pamphlet/brochures are not printed individual y but in bulk print runs with
other publications. We therefore decline this request pursuant to Section 17(f) that the information
requested cannot be made available without substantial col ation or research
of the Local Government
Official Information and Meetings Act 1987.
(d) Whether the associated costs have been funded from money received under the Dog Control Act
1996, and if so, what proportion of the costs were funded from that revenue.
The brochures are funded through the Parks and Recreation department budgets and not from revenue
received under the Dog Control Act.
