Official information request for information on our interactions with
credit agencies

Thank you for your official information request of 3/03/2024 for:

 

Part 1

How often did RBNZ officials interact (i.e. meet, video call, email,
correspond) with S&P Global Ratings (S&P), Moody's Investors Service
(Moody's) and Fitch Ratings (Fitch) in the year March 1 2023 to March 1
2024.

We will endeavour to respond to your request as soon as possible and in
any event no later than 2 April 2024, being 20 working days after the day
of your request. If we are unable to respond to your request by then, we
will notify you of an extension of that timeframe.

 

Charges for providing official information and publishing responses

The Official Information Act allows charges to be imposed for the
preparation of information that we send in response to requests. The
Reserve Bank is resourced to meet disclosure obligations for a reasonable
level of requests and generally will not impose charges for small, simple
or infrequent requests. Where the request is for information that requires
substantial collation, research and preparation work, and is chargeable,
we will work with you first to refine the request to a smaller scale or
scope that is less likely to involve charges.

 

Responses to official information requests are published on the Reserve
Bank’s website. We will confirm in our decision letter to you whether we
intend to publish our response to your request.

However, your request, as currently framed, would be a very wide scope as
various teams within RBNZ would engage with these agencies in various ways
and may purchase different services from them. For example, engagement
with these agencies could relate to the following:

o The Sovereign rating of New Zealand.
o The credit ratings of banks in New Zealand.
o RBNZ purchasing credit rating agency services.
o Staff at RBNZ may also receive regular informational emails (research
and marketing) from credit rating agencies.

 

The level of engagement would vary depending on RBNZ’s role or input in
each instance. For example, we note you have also made a similar request
to Treasury which may capture more information related to the Sovereign
rating of New Zealand (as these meetings are coordinated by Treasury).

 

It would be helpful if you could explain more precisely what you are
seeking from RBNZ.

 

Please note, any clarification or amendment of a request is considered a
new request for the purpose of calculating the maximum statutory timeframe
for response (see section 15(1AA) of the Official Information Act).
