We are planning to submit a resource consent application in early 2024 for enabling earthworks on the Teitei Drive site in line with
the  approved for Crown Infrastructure Partners (CIP) funding. The first part of the resource consent application is focused on
enabling infrastructure work for services such as power, telecommunication, water and roading - not the design or plans for the
development.
We want to emphasise that by submitting the resource consent application in two parts, we are providing more time for further
engagement with the community regarding the second resource consent application. There will be opportunities for the
community to provide feedback and get their questions answered on the proposed residential development and subdivision of
individual lots.
Given the current focus is only on enabling infrastructure work, a permitted activity for residential zoned land, we won’t be
requesting notification of the first resource consent application. Further community engagement alongside working with our
partners will help inform what the notification process would be for the second resource consent application for the land use and
subdivision designs in mid-2024.

I am reaching out to you with an update about the proposed development of residential zoned vacant land at Teitei Drive in
Ohakune, which is being led by a partnership between Ruapehu District Council, Kainga Ora – Homes & Communities and Ngāti
Rangi.
Today, we have informed the community about how we are approaching the resource consent application for this proposed mixed
housing development of 44 homes.
Please find a media statement about this below and I have attached the letter that we sent out to the community.

The proposed development at Teitei Drive is a partnership between Ruapehu District Council, Kainga Ora – Homes & Communities
and Ngāti Rangi.
It addresses the need for more public housing from within the community and will help address the shortage of suitable and
affordable housing to rent or buy.
To enable the development of the land at Teitei Drive for these homes, $5.2million funding from the Crown Infrastructure Partners
(CIP) was committed in late 2021. This funding is essential for the development of the infrastructure on the site to make sure the
future homes will have access to power, telecommunication, water and roading.
We are planning to submit a resource consent application (Stage 1) early 2024 for enabling earthworks on the site. Once this is
granted, we will be able to get the infrastructure work underway to align with the timing requirements of the CIP funding. The land
use and subdivision designs will be part of a second resource consent application (Stage 2) to be lodged in mid-2024.
Undertaking the consent in two stages will allow us to get the infrastructure work underway with central government funding,
while also ensuring we have adequate time to undertake further engagement with the community, giving them opportunities to
provide feedback and get their questions answered.
We are committed to keeping the community updated and will continue to do so as the project progresses.

- How would Kāinga Ora and the council like to respond to the society's view on this? 
To enable the development of the land at Teitei Drive for these homes, $5.2million funding from the Crown Infrastructure Partners
(CIP) was committed in late 2021. This funding is essential for the development of the infrastructure on the site to make sure the future
homes will have access to power, telecommunication, water and roading. 
To meet the timing requirements of the CIP funding, a resource consent application for enabling works (a culvert and minor earthworks
at the site entrance area only) will be lodged in February. Given the current focus is only on enabling works, a permitted activity for
residential zoned land, we won’t be requesting notification of the first resource consent application. 
It’s important to emphasise that this resource consent application is about initial infrastructure work and does not include the
subdivision of individual lots or more detailed designs and plans for the homes. The land use and subdivision will be part of a second
resource consent application to be lodged in mid-2024. 
Undertaking the consent in two stages will allow us to get minor infrastructure work underway with central government funding, while
also undertaking further engagement with the community to provide opportunities for them to give feedback on the proposed plans for
the mixed housing development. We will be in touch with the community shortly with more details about engagement opportunities.
It is also worth noting that ultimately, while we won’t request notification of the resource consent applications, the decision on
whether to notify will be made by Horizons Regional Council and Ruapehu District Council.
- When was/is the application being lodged with Horizons Regional Council? 
The resource consent application for enabling works is expected to be lodged by Kāinga Ora with Horizons Regional Council and
Ruapehu District Council in February. 
- When does KO and the council envisage work starting on the earthworks?
Subject to the resource consent being granted, we are aiming to begin work on site as soon as possible.
 
- When do they think the second resource consent will be lodged/notified? 
The second resource consent application for land use and subdivision is expected to be lodged mid-2024. However, the proposed
development will still be a mixed housing development of 44 homes as this is also a requirement of the CIP funding.
- Can you provide a copy of the application please? 
A copy of the resource consent application for enabling works will be available on our website once it is lodged with the Councils.

I have been contacted by the Ohakune Ratepayers and Residents Society regarding the attached letter.
 
The Society is not happy that the application for earthworks on the site will not be notified. It feels this application should be notified
as well as the second resource consent application and feels that the decision to not notify the application breaches earlier promises
made by Kāinga Ora and the Mayor that applications would be notified.

 
- How would Kāinga Ora and the council like to respond to the society's view on this?
 
- When was/is the application being lodged with Horizons council?
