Thank you for your email of 31 January 2024 to Wellington City Council (the Council)
requesting the following information:
•
Please provide all of the consultation with affected parties along Kent & Cambridge
Terrace for the cycleway project completed
•
Specifically requesting:
o
Number of businesses / organizations along those streets that council
representatives met with them
o
The dates they were met with
o
Memo / notes associated with the meeting that was had with the parties
o
Number of landlords that were met with / consulted with - memos, notes
associated with each individual meeting
•
I am also specifically after meetings had with the fire service given they are directly
impacted, notes from those meetings, dates of meeting and correspondence
between the parties since prior to the project and since including emails between the
parties, internal memos.
•
Ultimately all correspondence - please include all correspondence between the
parties for Wellington projects in general and impact on emergency services across
the region.
Your request has been considered under the Local Government Of icial Information and
Meetings Act 1987 (LGOIMA).
As we advised on 29 February 2024, Wellington City Council has
granted in part your request
for the information requested.
The summary of formal consultation for the cycleway project is available on the Council’s

The attached spreadsheet provides details of informal consultation undertaken for the
Newtown to City cycleway project, which includes Kent Terrace and Cambridge Terrace
businesses. Contact with emergency services is included. Any notes associated with the
informal consultation, which contain the opinions and comments of the individual have been
withheld as being subject to an obligation of confidence.
We are refusing to provide you with the full information you requested in your 3rd and 4th
bullet points above under section 17(f) of the Act, in that the information requested cannot be
made available without substantial collation or research. However, communications about
the cycleway that occurred between FENZ and the Council in 2023 are availabl
e here.
We advise that some material has been withheld from the above documents under the
following sections of the Act:
• Section 7(2)(a) – to protect the privacy of natural persons
• Section 7(2)(c)(i) – to protect information which is subject to an obligation of
confidence, where the making available of the information would be likely to prejudice
the supply of similar information, or information from the same source, and it is in the
public interest that such information should continue to be supplied
• Section 7(2)(f)(i) – to maintain the effective conduct of public affairs through the free
and frank expression of opinions by or between or to members or officers or
employees of any local authority in the course of their duty
You have the right, by way of complaint under section 28(1) of the LGOIMA, to request an
investigation and review of the Council’s decision to withhold information by the
