Thank you for your email of 13 January 2024 to the Ministry of Business, Innovation and Employment
requesting, under the Official Information Act 1982 (the Act), the fol owing information:
Please provide the Immigration internal assessment templates, training materials and SOPs
regarding permanent resident visa applications, especially regarding the commitment
requirements set out in RV2.5.1 to RV2.5.20.
On 12 February 2024, we sent you an extension letter noting that as the period of time available to make
a decision on your request had been extended until 23 February 2024 under section 15A(1)(a) of the Act
as the request necessitated a search through a large quantity of information.
On 23 February 2024, we sent you a decision letter noting that MBIE had assessed and decided to
grant your request, and wil provide you the requested information as soon as it is ready and without
undue delay.
Our Response
Please refer to Appendices A, B, C and D for the information requested:
Appendix Title of the document
A
Permanent Resident Visa (PRV) assessment templates
B
PRV training material
C
PRV facilitator guide
D
Character for PRV applications and Second or Subsequent Resident Visa applications
Please note PRVs can now be applied for through the Enhanced Online System and the training
material will be corrected to reflect this.
Some information has been withheld under the fol owing sections of the Act:
- 6(c) as making this information available would likely to prejudice the maintenance of the
law, including investigation, and detection of offences, and the right to a fair trial
- 9(2)(a) to protect the privacy of natural persons
I have considered whether withholding information under section 9(2)(a) is outweighed by other
considerations which render it desirable, in the public interest, to make that information available, in
accordance with section 9(1) of the Act, however, it is my opinion that such grounds do not exist.
