Request made under the Official Information Act 1982 
 
Thank you for your email of 15 December 2023 requesting the following information under the Official 
Information Act 1982 (the Act): 
 
1.  Any information held about the extent to which the purchasers of vehicles that were in the 
highest category of levy (eg emit 192 grams or higher) were rural owners, rather than rural 
owners. 
2.  For each month over the period that the Clean Car levy was charged: 
- the number of vehicles registered that attracted the highest Clean Car levy charge; and 
- the number of those vehicles that were registered to a rural delivery address (ie an RD 
address). 
 
For item 2, I request that information in XLS or CSV, rather than a PDF. 
 
The data you requested is provided in the attached excel document. 
 
It is important to note the following in relation to the information provided: 
 
•  The information provided may vary due to transactions being processed, system reporting 
delays and data entry anomalies. 
•  Data has been extracted from the NZTA Motor Vehicle Register (MVR) - NZTA Qlik apps 
•  Data includes the expanded Clean Car Discount scheme   
•  Data can only be reported on vehicles that have ever been entered in the Motor Vehicle 
Register (MVR).  Imports for private use would not be recorded. 
•  Registered - in relation to a vehicle, means registered under Part 17 of the Land Transport Act 
1998, and consequently a vehicle will have plates issued to it. 
•  Data is limited to vehicles that are one of the following vehicle types: 
o  Passenger Car/Van 
o  Goods Van/Truck/Utility 
o  Bus 
o  Motor Caravan 
•  Data is limited to vehicles with a Gross Vehicle Mass (GVM) of 3,500kg or less.

•  Results are limited to vehicles that have one of the following classifications: 
o  A Fee vehicle has been registered and paid by the registered party in the period 1 April 2022 
- 31 December 2023.   
o  Address information was available to identify whether the registered party resided at a rural 
delivery address. 
•  Rural in the context of this data means: 
o  The suburb location for the registered party included the word "RD" 
•  Fee vehicles and values for this report includes vehicles on or above the minimum CO2 
threshold for a Fee which was: 
o  192 g/km in the period 1 Apr 2022 - 30 June 2023. 
o  150 g/km in the period 1 July 2023 - 31 December 2023.
