Executive summary
1. Our revised programme to support COVID-19 Recovery has the following primary actions:
• Technology response and governance: Technology response governance is being considered
as part of the new AOG Covid-19 response group in DPMC;
• Contact tracing: A joint agency project to develop a COVID card prototype that can contribute
to the Ministry of Health contact tracing programme;
• Digital Channels Strategy: Progress a digital channels strategy as part of the AoG Channel
Strategy governance and implementation led by Suzanne Stew;
• Broker: Address pain points that have emerged as a result of the COVID19 response with
agencies and suppliers to enable effective operations;
• Emerging needs: Work with the Border and Health sectors to enable border management;
and
• Incident management: Support the national COVID-19 response as part of the technology
incident management response.
2. Current communications messages remain unchanged.
3. The next GCDO report will be on Thursday, 2 July 2020.

Current operational priorities
Support for technology at the border
5. We are continuing to work with the Border and Health sectors to explore technology options to
support the government’s COVID-19 response.
6. Following a meeting between the Border agencies, Health and the GCDO on 19 June, work is
underway to shape an end-to-end process to inform data and digital support that enables
economic growth, together with Health’s contact tracing.
COVID-19 contact tracing
7. The GCDO continues to support MoH and MBIE with advice on the NZ COVID Tracer app.
8. MoH will be meeting advisors from the Office of the Privacy Commissioner and the Government
Chief Privacy Officer function in GCDO on Tuesday, 30 June. This meeting will focus on the
proposed Release 3 of the app, which is expected to improve app usability and functionality.
COVID Card prototype
9. A joint Government Digital Services/Health Cabinet paper is now a progress update in June, with
a further paper to be provided in August – this is to be confirmed.
10. The Defence Technology Agency has been commissioned to do an independent technical peer
review of the Public Private Partnership’s reports and work to date on the COVID Card trial. This
will inform next steps, such as the option of a larger-scale trial.
Governance for the COVID-19 technology response
11. Governance around the technology response will be considered as part of the establishment of
the COVID-19 AoG Response Group in the Department of Prime Minister and Cabinet from 1 July
2020.
Covid-19 response technologies
12. The GCDO is making a recommendation to the OCC on the support and ongoing future for the
geospatial solution developed as part of the response.
COVID-19 channel strategy
13. The first meeting of the AoG Channel Strategy governance and implementation group, led by
Suzanne Stew, is set for Wednesday, 1 July.
