Executive summary
1. The GCDO continues to work with agencies and vendors to address issues that are blocking the
delivery of critical services.
2. We are working with the following critical sectors and agencies: Health, Education, Justice (Police,
Corrections and Justice), Border (Customs, MPI); National Security (including GCSB and NZSIS);
Finance (Treasury and Reserve Bank); FENZ; ACC; MSD; OT; IR; the Ministry of Housing and Urban
Development; and MBIE.
3. Key actions underway include:
• the first meeting of the COVID-19 Card prototype work programme governance group;

4. Current communications messages remain unchanged.
5. The next GCDO report will be on Wednesday 6 May 2020.

Current operational priorities
Digital inclusion
7. Nothing to report.
GCDO as system facilitator
8. The GCDO brokered the acquisition by the Ministry of Foreign Affairs and Trade of computer
monitors from the Ministry of Housing and Urban Development.
COVID-19 contact tracing
9. The Covid card trial commences on 6 May at the Nelson District Health Board with a limited
number of cards.
10. GCDO is providing ongoing feedback to the Ministry of Health on advice it is preparing for Cabinet
on technology to enable contact tracing.
Technical guidance for agencies
11. The GCDO has been actively engaging with agencies to support Chief Technology Officers with
technology queries.

System digital and ICT investment
14. Nothing to report.
WhatsApp COVID-19 channel
15. Over 50,000 people have used the WhatsApp COVID-19 channel since its launch on 2 April 2020,
and over 740,000 messages have been received from, and sent to, users.
16. The weekend saw an increase in the number and proportion of return users, likely due to the
Prime Minister not having made a COVID-10 situation announcement on Saturday. We have seen
increases in the number and proportion of new and returning users when the Prime Minister has
publicly discussed the channel and if the Prime Minister discussed the channel again, we would
expect to see further increases.
17. Around 500 users per day have been using the Daily Health Checker since its soft launch on 22 April.
