Thank you for your request, received on 3 May 2020, for the following information under the Official
Information Act 1982 (the Act):
1) How much has been spent on tuition under the Fees Free scheme for each
complementary therapy (below), for each year since the beginning of the scheme?
2) How many people have received under the Fees Free scheme for each complementary
therapy (below), for each year since the beginning of the scheme?
3) If possible, what is next years projection on how much wil be spent on complementary
therapies?
Complementary therapies: Chinese medicine, kinesiology (aka applied kinesiology), homeopathy,
Ayurveda, acupuncture, naturopathy/naturopathic medicine, herbal medicine, holistic pulsing,
homeobotanical therapy, tui na/tuina, aromatherapy, yoga, chiropractic, osteopathy and any
other pseudo-therapies.
On 27 May 2020 you were advised an extension was required to respond to your request, under
section 15A of the Act, to 26 June 2020. This was because your request necessitated a search through
a large quantity of information. Clarification was also sought to see if you required information on all
courses or qualifications undertaken that relate to the areas you noted above, or if there was a
specific focus on courses that are medicine or treatment related. In lieu of any clarification, the
information provided has a specific focus on courses that are medicine or treatment related.
I am releasing the information in the table at Appendix 1, and note the fol owing:
• Data for fees free is only available for the 2018 and 2019 calendar years. We are unable to
provide any future projections as we do not col ect the information at this detailed level;
• The qualifications and courses included were identified by searching for key words in the
qualification and course title where the learner consumed fees free entitlements. Therefore
the below is not an exhaustive list;
• All groupings in Appendix 1 are based on qualification and course titles only which may fall
into multiple areas;
• Qualifications and courses listed in Appendix 1 were compared to the data held on learners
who benefited from the Fees-Free scheme to identify learner numbers and the value of Fees-
Free funding. Not al qualifications and courses necessarily had learners who benefited from
fees-free;
• Data was sourced from our fees free reporting database. This data relies on the accuracy of
reporting by providers in the Single Data Return, and "Fees-free all enrolments and costs"
reporting;
• The number of learners should not be aggregated as learners can be enrolled/reported in
more than one qualification and/or course;
• If the learner count is 5 or less, the actual value has not been provided for privacy reasons.
These can be identified by the "<5" value; and
• This data has been compiled specifically to respond to this question. It uses administrative
data collected by the Tertiary Education Commission (TEC) for the purposes of funding
tertiary education. Care should be taken when making comparisons with data col ected or
compiled for other purposes.
In compliance with the Official Information Act, I am withholding some information in the released
table under section 9(2)(a) of the Act, to protect the privacy of natural persons.
I am satisfied, in terms of section 9(1) of the Act, that the need to withhold the information referred
to above is not outweighed by other considerations that render it desirable, in the public interest, to
make the information available.
