In April 2017, I asked NZ Police for information on the number and type of current firearm licences (reference 16/7758/9). I would like to ask for a current version of the same figures. Ideally, I would hope that this information could be released in a way that would allow it to be directly compared with the information released in response to my 2017 request.

Please release the following information:

1. The number of current New Zealand firearm licences, broken down by the following:
(a) Type of licence (e.g. dealer licence, visitor’s licence)
(b) Gender of licence holder
(c) Age of licence holder
(d) Endorsements on the licence

2. The number of current New Zealand firearm licences with an “E” endorsement, broken down by the following:
(a) Gender of licence holder
(b) Age of licence holder

3. The total number of firearm licence holders, and the total number of firearm licences with each endorsement type, in each Police District.

Please also explain any relevant caveats that should be kept in mind when analysing this information.

Please provide this information in a machine-readable spreadsheet format, such as CSV or XLSX.

If any part of my request is unclear, please don't hesitate to contact me.

If any of the information that I have requested is unavailable or would be difficult to retrieve, but similar information might be readily available, I would be happy to discuss altering or refining my request.

I would like to be able to use the information I have requested to help inform a submission on gun law reform. However, as you will be aware, the Prime Minister has announced that there will only be a very short window during which submissions will be accepted. In light of this, I ask that this request be treated as urgent.

As I'm sure you're aware, the deadline for submissions on the Arms (Prohibited Firearms, Magazines, and Parts) Amendment Bill is 6pm tomorrow (2019-04-04). Though the legal deadline for this OIA request is not until the 2019-04-12, I asked on 2019-03-24 that this request be treated as urgent in light of that short window for submissions.

Assuming you're not able to send the response now, could you please confirm for me whether or not I should expect to receive a response to this request prior to the deadline tomorrow? If I can, how much time can I expect to have between receiving the response and the 6pm deadline for submissions?

A response to this request was due no later than the 12th of April, which has now passed. I have not received any response from any of my follow-up questions to this request. Can you please confirm for me that it is being worked from, and let me know when I can expect the response?

Good morning

 

I can confirm that this request is being worked on. As you can imagine,
the events of 15 March and the subsequent changes to the firearms
legislation have meant that our resources in this area have been
stretched. While our firearms and OIA teams are working on your request,
the volume of work on this topic has been almost overwhelming. The
Official Information Act allows extensions only for collation and
consultation. This is how it should be, but is does mean that in
circumstances like this we are not able to extend the deadlines. We will
get the information to you as soon as we are able, I’m sorry I can’t be
more precise than that.

Tēnā koe,

The response to this request was due nearly a month ago now.

I understand that NZ Police have been having trouble in the wake of the March 15 attacks regarding upholding their legal responsibilities regarding responses to OIA requests, which is why the law has been broken regarding this request.

However, despite this long delay I have not been given any indication of when I can expect a response. Please let me know how much longer I should expect to wait.
