further armed offender outstanding that could be related to the male that was shot this evening by
Police Staff.
This incident relates to the previous two FLINTS for Tolu Maanaiama who is no longer outstanding.

routine carriage of firearms by Officers in the current circumstances. The priority is to keep
staff and the community safe.  Staff should always use TENR constantly and should be
equipped and enabled to carry out their duties safely.

The instruction is the following-

•  All Level one certified responders in primary response roles should be armed.  To be clear,
this includes PST, RP (STU and HWP), 1 ,2 ,3 Person Station Officers, Dog Sections and
Airport Officers
•  This is for the entire Canterbury District

•  As per the FLINT products for persons or vehicles of interest for the current events, staff
should not attempt to stop any target but notify Comm’s immediately of the location of the
vehicle/person to allow planned supported response.

Vehicles - certified responders in primary response roles are the priority for all vehicles fully
equipped with firearms and tactical equipment.

The instruction as to routine carriage of firearms will be reviewed at 8am tomorrow or
earlier if the circumstances change.  Until staff are advised of any change formally, the
current direction will remain.

This week has been a massive week for you all and I want to especially thank Officers
A,B,C,D & E for their deployment and response to the critical incident that occurred in
Eveleyn Couzins Ave, Richmond. I totally support our officers and I remain honoured to work
with people who come to work every day to keep our community safe from harm.  As Police
we ask our police team to do an incredible job every day and often police are the people
that run towards danger when others run away. This brings with it a real danger and as your
District Commander I am here to ensure that you will be safe and feel safe and to the very
best of my ability ensure you are equipped and enabled to face these dangers.

This critical incident has created a lot of media interest and today I conducted a further
media stand up to address the operational reasons why I have directed routine carriage of
firearms for the Canterbury District.

The media statement is attached but in summary I want to ensure that our frontline staff
responding to events are safe from harm.

Due to the possible risk associated with Treik ALLEN he is actively being sought and he may
possibly be in possession of a firearm that may have been used to shoot at police.  I have
release his details to the media this afternoon with the hope he will turn himself in.

I do not take the routine carriage of firearms lightly and my absolute primary motive and
concern will always be the safety of our people.

Thank you for your professionalism over the last week with the heighten risk relating to
the shooting.
Through dedicated investigation work the offender ALLEN has been located and charged.
The safety of you, and the wider police team, is absolutely paramount to me and I thank
you for understanding the situation and the risk. I know you have understood the
increased risk environment. My purpose is always that we will all be safe and feel safe.
It is an awesome role that police play in the safety of our community. When we all step up
in a heightened risk environment it heartens me to see us all work and support each

Media Release: Arrest following Christchurch firearms incident
The 20-year-old man sought by Police in relation to a firearms incident in Christchurch last
weekend has been arrested.
He was located by Police in Papanui at 2.15 pm and was taken into custody without
incident.
Police have been conducting extensive enquiries to locate him following the armed incident
on Anzac Drive early Saturday 23 February.
The man has been charged with using an Imitation Firearm against Police to avoid arrest and
is due to appear in Christchurch District Court on Monday 4 March 2019.
The Routine Carriage of Firearms directive has been lifted.
Police would like to thank the community for their ongoing support and understanding.

The outstanding subject from the recent incidents involving an offender
shooting at Police Officers in Christchurch has been located, interviewed
and charged in relation to his involvement.

The risk to staff from this incident is no longer present and the
requirement for routine carriage of firearms is removed.  Staff are advised
to return to their normal carriage of appointments and assessing risk
through the TENR process.

District Commander Superintendent Price would like to thank all staff for
their professionalism and diligence over the past 9 days.
