Thank you for your email dated 1 February 2019 requesting information about AT Local. We 
apologise for the length of time it has taken to collate this information.  
1.  I would like to  make  an  LGOIMA  request  for any  information  regarding the  alternatives 
considered before AT Local was implemented. 
Auckland Transport  (AT)  looked  at  existing technologies  and  current  suppliers  that may  have 
been able to support the service. Unfortunately, the cost of tailoring the only applicable solution 
currently engaged by AT  was impractical and would cost more than on-boarding a developed 
Ridesharing provider. This still left us with the need to find an operator. 
2.  In  particular,  I  would  like  information  on  if  AT  considered  subsidising  an  existing 
ridesharing service (e.g. Uber/Zoomy) and if so any information on why this option was 
not chosen. 
AT conducted an open Request for Proposal process which allowed any capable provider to bid, 
including Uber and Zoomy. One of the above mentioned companies did bid, however, they were 
not able to meet the operational or technical requirements of the desired service. The second 
company did not submit a proposal. 
We trust the  above  information  has  addressed  your  request  however  should  you  believe  that  we 
have not dealt with your request appropriately, you have the right in accordance with section 27(3) 
of the LGOIMA to make a complaint to the Office of the Ombudsman and seek an investigation and 
review in regard to this matter.
