Request made under the Official Information Act 1982
Thank you for your email of 30 January 2019 requesting the following information under the Official
Information Act 1982 (the Act):
1.
The number of tickets / police fines issued during 2018 for the violation 'current licence label
not affixed in prescribed manner'. (Person operated a motor vehicle on a road when the current
licence issued to the vehicle and appropriate for its use was not affixed to it in the manner
prescribed. - violation of Land Transport (Motor Vehicle Registration & Licensing) Regulations
2011: Regulation 77(2)(b)(i ).)

How frequently the NZTA vehicle registration and licencing database is able to be accessed by
police and local authorities. e.g. real-time, daily download?
3.
A list of local authorities permitted to issue fines for violations of vehicle licencing regulations
that also currently have access to the NZTA registration and licencing database.
Question 1 of your request was transferred to the NZ Police under section 14(b)(ii) of the Act on 1
February 2019. This section allows for the transfer of requests where the information sought is more
closely connected with the functions of another authority.
In response to question 2 of your request, Police are provided with unrestricted access to the Motor
Vehicle Register (MVR) under Schedule 5 of the Privacy Act 1993 which can be accessed at any time. All
updates from the NZ Transport Agency are transferred to the Police system overnight.
In regards to local authorities, they are provided access to the MVR under 237(2)(b) of the Land
Transport Act 1998 in order to facilitate the enforcement of the law (such as parking tickets or motor
vehicle licensing obligations).
Both the local authorities and Police access is completed in real-time.
In accordance with question 3 of your request, please find attached a list of local authorities with
access to the MVR for the purpose of issuing fines for violations of vehicle licensing regulations.
