I agree with Jo's comments. I will aim to get our letter out to all DHBs early next week, where we explain
that we will be working with them on a way forward. I want to explain that we are keen to be looking at
the bigger picture, rather than at individual services. However, if Karen already has a proposal, we could
consider it. In the interim, we can hold off from extending the contract with Lakes until the way forward is
under the Official Information Act 1982
clear. This will lead to some surplus which might be available to be invested as one-off to support other
work or pressures.
Once I get the letter out to the DHBs, it will hopefully assist the discussion. Sorry, have just been too
busy to look at it this week.

Thanks for your email. There is no immediate pressure to renegotiate anything with Lakes as they have
just given notice of exit of their service. This just means there will be an underspend in our budget, and
we can do some thinking as well on how this can best be used. There is no presumption that it has to
stay with the DHB.

Please see below attached letter from Lakes DHB regarding their smoke free services from 1 July 2018.
A lot of the tasks listed in the letter are already mostly carried out by the stop smoking service provider
Manaaki Ora.
I am yet to discuss the way forward regarding negotiating the contract with Lakes and how this might look
like. I understand that Counties Manukau have indicated they are looking at taking a different approach in
terms of these contracts as well.

Thanks for talking with me this afternoon.
I have attached the letter from Pip. I have started to look at any impact
there might be and I can only see opportunities. We are already doing
activities in all of these areas as relevant. This gives us opportunity to
re-launch our services across both Rotorua and Taupo hospital environments as
well as some other health providers in the Taupo Turangi area we have not been
able to successfully get into.

Thanks for touching base. I am not sure what discussions have taken place with Pip to transition to a new
space for cessation provision to be from the regional service. I have discussed the possibility with all
concerned that we are open to your staff coming on site to provide cessation if you wanted to do that. It
does happen in other hospitals in NZ. If you are not wanting to do that then happy for referrals to come
your way via whatever you and Pip agree makes best sense. What will be needed is visability on
responsiveness in the short to medium term to maintain confidence of hospital referrers esp if you decide
to have no presence on the site. I have also talked to Tony who is not opposed to Tipu Ora providing
cessation support to patients in hospital esp as then there is no handover and just a start of a journey
with Tipu Ora (or continuation if you are already working with whanau who are admitted).
I am really sorry I am off site and fulltime committed to the strike action so will have to leave this
st
discussion to you and Pip to resolve in a way that makes sense for all concerned before the 1 of July –
even if that is a shorter term solution to allow more time to talk. I am pretty much out of action until
th
after the 16 of July.

I have become aware of the changes happening at Lakes in the Tobacco Control area following
under the Official Information Act 1982
communication from Pip King last week. I have indicated to Pip we would assist in areas we are able to
that fall within our current Service Agreement for the Regional Stop smoking service. I am currently
working through this and don’t see any significant changes. The main area will be for Tipu Ora to “test”
the current referral pathway ensuring we respond in a timely manner to any referral from both Rotorua
and Taupo Hospitals to the Stop Smoking Service.
It has come as a surprise to receive an email from Dr Natalie Walker, Rauora Trail advising that Tipu Ora
will now be delivering services inside the hospital – see commentary in email below.
I would like to meet or talk with you on the current situation so both parties move through the next
phase without significant disruption or impact. – maybe if you could call me for a discussion would be
helpful at this point. I am also keeping Tony Brown informed of these issues that arise and potentially fall
outside of our contract agreement service delivery requirements.

Barry Smith at the Lakes DHB has informed me that the DHB has changed the provision of smoking
cessation services with the region’s hospitals. I have been advised that Tipu Ora will now be delivering
such services within the hospitals.
Do let us know if you need any additional promotional material for RAUORA as part of this change, or if
we can support you in any way with promotion of our trial within the hospital.

Please find attached below the proposed service specification for your DHB's tobacco control contract
extension (12 months).
Could you please fill out the indicative budget section and return back to me for processing.
You may have seen media coverage suggesting that the health targets have been
disestablished.
The Minister of Health is considering advice on the health targets but any changes are not
expected to be announced until later in the calendar year.
In regards to your DHB tobacco control contract, we can proceed with the contract as drafted. If
future changes are needed around areas like the health target component, a variation to the
contract may be made at a later date.
Should you have any feedback on the spec and/or wish to discuss this matter please let me know.

Greetings all,
Please see attached a copy of the summary notes from the regional TIN meetings.(please note, the
attachments will be sent separately).
You will see from the summary of the Regional Stop Smoking Services that there is a great list of
innovative work practices and exciting initiatives that is happening across the regions from the different
services and also the challenges that services have encountered and how these have been addressed. There
has also been a real commitment and collaborative effort from all of the strategic partners involved and this
is great to see.
As mentioned, we will be looking at holding our next meeting some time in late October/November, but
will keep you updated as to the format and where these meetings are held.
