response. The Ministry of Health is currently reviewing all its 2018/2019 purchasing intentions, the
demands on its budget and alignment with Government priorities. Once that work is completed, the
Ministry will be in a position to communicate its intentions going forward, including in relation to public
health."

At our weekly teleconference yesterday with the regional SUDI coordinators, it was suggested that some
DHBs were not intending to submit an updated local plan (based on the template and local guidance
document that was sent by Gen on 22 February) because they had already submitted this information based
on the previous costings template.
If you are not intending to submit an updated plan, I would like to arrange a separate teleconference with
each of you asap with the intention of using the information you provided in the costings template to sign
off your plans. The teleconference will likely involve clarifying some of the activities that were proposed
in your costings template.
In the interests of DHBs being able to utilise SUDI 2017/8 funding, we want to sign off all of the local
plans by 14 March so could you please get back to me asap.
If you are intending to submit an updated local plan by 9 March, I look forward to receiving them.

Everything is going well thanks, hows everything going from you end in welly, good I hope.
Yes, you are right, regardless of any changes to their contract, the DHB provider arm is still responsible
under the Official Information Act 1982
to maintain their DHB Performance targets. Also, this target has been around for so many years now that
it should actually be embedded in their everyday practice anyhow.

Hey Tony
How's things? Here's Lakes Q1 PP31 report .. they keep on referring to:
The ending of the former Ministry of Health and Lakes DHB tobacco control contrac and incresing
acute demands was expected to affect this quarters results and this has been borne out by the
most recent data. The smoking cessation service Tipu Ora have been asked to provide some
specific smoking cessation services in the hospital environment but this arrangement has not
been able to replicated the results Lakes DHB has produced in the past thus far.
My understanding is that they chose to terminate this contract, is that right? I realy want to respond to
them saying that regardless of their staffing, this is a DHB pefrmance measure and they are expected to
meet the 95%.. Have you anything to add?

There is a MIF meeting with Lakes on 29 November - where this issue will also be formally raised with the

Hi Veronica,
Sorry for not getting back to you yesterday. The Lakes DHB still have a contract with the Ministry,
however, it was agreed that they would be using a different and integrated approach to this contract in
terms of working towards achieving the health priorities and more of a wellbeing approach. This approach
will also help inform us in terms of possible future direction in terms of alignment. I have spoken to Karen
about the commentary regarding targets not being achieved and I understand that she will be addressing
this with her provider arm today or tomorrow as these targets should still continue to be maintained.

Hi Veronica,
You are correct, this should not be affecting their target as it is still our expectation that the hospital
targets remain and that the processes around maintaining the target should be well and truly embedded
into their everyday approach given the number of years this has been maintained. Regardless of the
change of the contract, this process should still be continuing.
I will also raise this again with Karen Evison in regards to the Ministry's expectation around these targets,
however, I think this may be directed more towards the DHB provider arm.

Hi Tony
I understand that you've already heard from Leigh about Lakes DHB's hospital narrative report, where
they stated that losing the smokefree coordinator role has had an impact on the hospital measure. I've
also received the same information in the maternity target narrtive report, where Lakes stated that losing
the SF coordinator role has impacted on their failure to meet the target.

In Lakes DHB's feedback I will state that staffing issues shouldn't be having an impact on the target, and
there is Ministry expectation that the target be met and maintained. Leigh and I are also raising this issue
with the DHB Relationship Manager for Lakes for them to raise at the next DHB meeting (MIF).
